WORK SESSION OFFICIAL MINUTES
Clearwater River Watershed District
Kimball City Hall – Kimball, Minnesota
October 27, 2010 – 7:00PM
Manager Brunsell called the CRWD Work Session to order at 7:00pm. Manager’s Brunsell, Kampa, Schiefelbein, and Risberg were present. Manager Froyen was absent. Also in attendance were Cole Loewen, Assistant Administrator Loewen, and Administrator Anderson.
Motion #WS10-10-1: Motion Kampa, seconded by Schiefelbein to adopt the Agenda. All Managers voted aye.
Administrator Anderson reported that he and Assistant Administrator Loewen met with the CRWD Advisory Committee on October 20, 2010 to review the revised CRWD Watershed Management Plan. Advisory Committee members reacted favorably to the plan.
Assistant Administrator Loewen presented Bill Arns and Darryll Langager’s assessment and property information.
Motion #WS-10-10-2: Motion Risberg, seconded by Kampa to cease assessing PID 206-031-000-351, Bill Arns for O&M and milfoil. All Managers voted aye.
Motion #WS-10-10-3: Motion Schiefelbein, seconded by Risberg to cease assessing PID 217-000-142-200, Darryll Langager for O&M and milfoil. All Managers voted aye.
Cole Loewen reported on his attendance at a Minnesota Pollution Control Agency called meeting where information regarding a new NPDES permit for herbicide or pesticide application in waters of the state took place. This permit is in addition to any existing permits required. The Minnesota Pollution Control Agency was seeking stakeholder input.
Assistant Administrator Loewen provided photos of the Willow Creek Stormwater Initiative construction. He encouraged the CRWD Board of Managers to continue to work with the City of Kimball on stormwater issues.
Motion #WS-10-10-4: Motion Kampa, seconded by Schiefelbein to enter into discussion with the City of Kimball and the Stearns County Soil & Water Conservation District as it relates to stormwater issues in the City of Kimball. All Managers voted aye.
Motion #WS-10-10-5: Motion Schiefelbein, seconded by Risberg to pay bills. All Managers voted aye.
Administrator Anderson reviewed the fact that the CRWD will respond to individual or group requests or petitions for assistance with wastewater treatment. The CRWD will provide information regarding treatment of waste and available technology to residents. Information will be brought to residents jointly with local wastewater professionals. This is the follow-up to the CRWD Wastewater Task Force recommendations.
Assistant Administrator Loewen discussed the following:
1. Wylie, Libbesmeier, Keymer erosion control efforts.
2. Clearwater Harbor, Hidden River wastewater treatment system adjustments to temporarily bypass sand filters.
3. Delinquent utility accounts.
4. MAWD resolutions.
Motion #WS-10-6: Motion Schiefelbein, seconded by Kampa to submit delinquent account information to county auditors. All Managers voted aye.
Administrator Anderson informed the Managers that Wenck Associates, Inc. has been asked to facilitate cleanout of the Lake Augusta Channel by an interested party. Wenck Associates, Inc. asked for Board comments on this matter. Comments by the CRWD Board of Managers encouraged Wenck Associates, Inc. involvement. Anderson also asked Managers to consider including temporary lake lowering in project maintenance plans.
Manager Brunsell indicated that recently he presented the revised CRWD Watershed Management Plan to the Annandale Kiwanis Club.
Motion #WS-10-7: Motion Kampa, seconded by Risberg to adjourn the meeting. All Managers voted aye.
