WORK SESSION OFFICIAL MINUTES
Clearwater River Watershed District

September 22, 2010 – 7:00PM
Manager Brunsell called the CRWD Work Session to order at 7:00pm. Manager’s Brunsell, Kampa, Schiefelbein, and Risberg were present. Manager Froyen was absent. Also in attendance were Jeffrey Hagge, Jeremy Sivula, Tom Bacon, Cole Loewen, Assistant Administrator Loewen, and Administrator Anderson.
Motion #WS10-09-1: Motion Kampa, seconded by Risberg to adopt the Agenda. All Managers voted aye.
Motion #WS10-09-2: Motion Risberg, seconded by Kampa to change the Cory Meierhofer Easement to allow tree planting and removal and construction of deer stand. The maintenance plan must include a provision for cleanout material to be hauled at Project Cost up to 10 miles. All Managers voted aye.
Assistant Administrator Loewen and Administrator Anderson distributed a List of Options to address the sand filter issue at Clearwater Harbor and Hidden River wastewater treatment sites. Interest was expressed by managers to pursue the following:
1. Secure additional information regarding aerating the
2. Bypass the sand filter temporarily.
3. Install pods of Advantex System.
Tom Bacon, resident of Clearwater Lake, questioned the 1980 Project Maintenance formula. While the 2011 assessment has been authorized for the 1980 Project Maintenance Fund, the managers will be discussing this item prior to developing the 2012 assessment roll.
Jeffrey Hagge, Jeremy Sivula, and Tom Bacon left the meeting at 8:54pm.
Motion #WS10-09-3: Motion Schiefelbein, seconded by Risberg to authorize Assistant Administrator Loewen to contact Attorney Weinberger regarding Wright County’s charges of interest on assessments. All Managers voted aye.
Assistant Administrator Loewen indicated that Al Wolff will be providing a written quote for construction of his stormwater pond.
Motion #WS10-09-4: Motion Kampa, seconded by Schiefelbein to pay bills. All Managers voted aye.
Motion #WS10-09-5: Motion Schiefelbein, seconded by Kampa to authorize signature of maintenance agreement with the city of Kimball regarding the Willow Creek Stormwater Improvement Initiative. All Managers voted aye.
Motion #WS10-09-6: Motion Kampa, seconded by Risberg to authorize signature of Notice to Proceed and construction contract for the Willow Creek Stormwater Improvement Initiative. All Managers voted aye.
Motion #WS10-09-7: Motion Kampa, seconded by Risberg to adjourn the meeting. All Managers voted aye.
