Manager Brunsell called the CRWD Work Session to order at
7:00pm. Manager’s Brunsell, Kampa, Risberg, and Schiefelbein were present.
Manager Froyen was absent. Also in attendance were Kit and Sheryl Miller,
Assistant Administrator Loewen, and Administrator Anderson.
Motion #WS10-04-1:
Motion Risberg, seconded by Kampa to adopt the Agenda. All Managers voted
aye.
Kit and Sheryl Miller were present as a follow-up to their
earlier request to rent a portion of the CRWD property at the city of Watkins.
Motion #WS-10-04-2:
Motion Risberg, seconded by Schiefelbein to leave lease in its present form to
Dennis Libbesmeier. All Managers voted aye.
Kit and Sheryl Miller left the meeting at 7:11pm.
Administrator Anderson indicated that Wenck Associates, Inc.
and he have determined which of the items in the CRWD Watershed Management Plan
Revision each party will complete.
Administrator Anderson informed the Board of Managers that
Cory Meierhofer is not interested in signing the easement agreement in its
present form. Managers’ requested that Administrator Anderson ask Cory which
items in the easement agreement are in question.
Motion #WS-10-04-3:
Motion Schiefelbein, seconded by Kampa to pay bills. All Managers voted aye.
Motion #WS-10-04-4:
Motion Schiefelbein, seconded by Kampa to commit $5,500 to the Tim Vergin
Waterway Construction Practice. All Managers voted aye.
Assistant Administrator Loewen reviewed the following:
1. MAWD Tour June 24-26, 2010.
2. Kingston Wetland inspection has been completed.
3. Field fertilizer trial funding grant opportunity.
4. Segner Ponds repair will begin soon.
5. Land rent and agreement has been received.
6. No response from Scotty Wylie regarding his erosion
control practice.
7. CRWD financial commitments should expire November 15th
of each year.
8. Ravine restoration on Jerpseth property is proceeding
according to plan.
9. CRWD audit for 2009 will begin on Monday, May 3, 2010.
10. Locks for CRWD property will be ordered.
11. Presented grant agreement for Willow Creek improvement.
Motion #WS-10-04-5:
Motion Schiefelbein, seconded by Brunsell to apply for a Development, Education,
and Research Grant for the field fertilizer trial funding. All Managers voted
aye.
Motion #WS-10-04-6:
Motion Risberg, seconded by Kampa to establish November 15th of each
year as the expiration date for requests for CRWD funding assistance. All
Managers voted aye.
Motion #WS-10-04-7:
Motion Risberg, seconded by Schiefelbein for staff to complete all required
reporting for the Willow Creek Grant Agreement. All Managers voted aye.
Administrator Anderson reported that the Minnesota
Conservation Corps grant request has been authorized and will be installing
erosion control measures on the Clearwater River this summer.
Manager Kampa indicated that the Lake Augusta Association
authorized $500 to cover costs for a mud lift demonstration on the west channel
of Lake Augusta.
Manager Risberg reported that residents expressed much
interest in the CRWD pictures displayed at the Annandale Expo.
Motion #WS-10-04-8:
Motion Schiefelbein, seconded by Kampa to adjourn the meeting. All Managers
voted aye.
