Clearwater River Watershed District
Board of Managers Meeting
March 10, 2010 - 7:00PM
Annandale Middle School, Annandale, MN
Manager Brunsell called the regular meeting to order at
7:00pm. Manager’s Bob Schiefelbein, Mark Kampa, Jerry Risberg, and Marvin
Brunsell were present. Manager Froyen was absent. Others in attendance were
Wright County Commissioner Rose Thelen, Meeker County Commissioner Wally Strand,
Kevin Kolstad, Mel Dykhuizen, Eleanor Dykhuizen, Mark Griemme, Carter Diers,
Dave Wagner, Danen Shiek, Orvil Jonsrud, Kathy Jonsrud, Paul Schutte, Deb Nabors,
James Jacobson, Mark Christian, Julie Christian, Barry Farber, Ralph Logeais,
Engineer Norm Wenck, Administrator Merle Anderson, and Assistant Administrator
Dennis Loewen.
Motion #10-03-1: Kampa, seconded by Risberg, made a motion to adopt
the Agenda. All Managers voted aye.
Board Chairman Brunsell opened the Public Hearing to consider
inclusion of Curly Leaf Pondweed control in Cedar, Albion, Swartout, and Henshaw
Lakes Water Quality Improvement Project 06-1.
Engineer Wenck distributed and reviewed the chronology of
events that preceded the public hearing.
Residents in attendance received answers to questions
regarding Project 06-1 and Curly Leaf Pondweed control. A number of Cedar Lake
Conservation Club members and committee chairs expressed the need for Curly Leaf
Pondweed control in Cedar Lake and also expressed their support for Curly Leaf
Pondweed control to be included in Project 06-1.
Motion #10-03-2: Kampa, seconded by Risberg, made a motion to close
the Public Hearing. All Managers voted aye.
Motion #10-03-3: Schiefelbein, seconded by Kampa, made a motion to
include Curly Leaf Pondweed control in Project 06-1. All Managers voted aye.
The following people left the meeting at 7:42pm: Kevin
Kolstad, Mel Dykhuizen, Eleanor Dykhuizen, Mark Griemme, Carter Diers, Dave
Wagner, Orvil Jonsrud, Kathy Jonsrud, Paul Schutte, Deb Nabors, James Jacobson,
Mark Christian, Julie Christian, Barry Farber, and Ralph Logeais.
Motion #10-03-4: Schiefelbein, seconded by Risberg, made a motion to
adopt the Consent Agenda. All Managers voted aye.
Danen Shiek, owner of The Bay Club, presented handouts and
explanations of a proposed addition to The Bay Club on Clearwater Lake. Mr.
Shiek is seeking help to reduce the 51% impervious cover on his property and to
bring into compliance his stormwater management plan with Stearns County zoning
regulations. He also requested a letter be sent to Stearns County Environmental
Services indicating the CRWD’s view of his proposed addition.
Motion #10-03-5: Kampa, seconded by Schiefelbein, made a motion to
send a letter to Stearns County Environmental Services indicating that the CRWD
does not object to the proposed addition on The Bay Club on Clearwater Lake
provided that all Stearns County zoning regulations are met. All Managers
voted aye.
Danen Shiek left the meeting at 8:15pm.
Motion #10-03-6: Schiefelbein, seconded by Kampa, made a motion to pay
bills. All Managers voted aye.
Administrator Anderson indicated that Cory Meierhofer has not
made a final decision regarding an easement for installation of a v-notch weir
on his property.
Assistant Administrator Loewen indicated that core samples
have been taken on Lake Augusta and Scott Lake.
Engineer Wenck and Assistant Administrator Loewen will
conduct the annual inspection of projects as soon as conditions permit.
Motion #10-03-7: Kampa, seconded by Risberg, made a motion to
subscribe to the Conservation Volunteer at a cost of $50. All Managers
voted aye.
Motion #10-03-8: Kampa, seconded by Schiefelbein made a motion to
adjourn. All Managers voted aye.
