Board of Managers Meeting
September 9, 2009 - 7:00PM
Annandale Middle School, Annandale, MN
Manager Brunsell called the regular meeting to order at
7:00pm. Manager’s Bob Schiefelbein, Mark Kampa, Marvin Brunsell, Jerry Risberg,
and Roland Froyen were present. Others in attendance were Engineer Jeff
Madejczyk of Wenck Associates, Inc, Administrator Merle Anderson, Assistant
Administrator Dennis Loewen, Gene Kusha, Myra Wright, Jeremy Sivula, Meeker
County Commissioner Wally Strand, and Wright County Commissioner Rose Thelen.
Motion #09-09-1: Schiefelbein, seconded by Risberg, made a motion to
adopt the Agenda. All Managers voted aye.
Board Chairman Brunsell opened the Public Hearing to consider
the 2010 Proposed CRWD Budget. The proposed budget showed General Fund revenue
of $256,400 with other funds showing revenue of $201,800.
A petition, signed by 45 of the 82 residents with hook-ups to
the Clearwater Harbor Area Wastewater Treatment System was presented, requesting
that the fee for services be lowered from $500 per hook-up per year to $440 per
hook-up per year.
Motion #09-09-2: Froyen, seconded by Kampa, made a motion to adopt the
2010 CRWD Budget totaling $458,200. Managers Froyen, Kampa, and Brunsell
voted aye. Managers Schiefelbein and Risberg voted nay. The motion carried.
Motion #09-09-3: Schiefelbein, seconded by Risberg, made a motion to
amend the 2010 CRWD Budget by not raising the quarterly fee for the Clearwater
Harbor Area Wastewater Treatment System by $17. Managers Schiefelbein and
Risberg voted aye. Managers Froyen, Kampa, and Brunsell voted nay. The motion
failed.
Motion #09-09-4: Schiefelbein, seconded by Kampa, made a motion to
cast a unanimous ballot for Manager Brunsell as Chair, Manager Risberg as
Vice-Chair, Manager Schiefelbein as Treasurer, Manager Kampa as Secretary, and
Manager Froyen as PR&I as officers of the CRWD for one year. All Managers
voted aye.
Board Chairman Brunsell closed the public hearing.
Gene Kusha and Myra Wright left the meeting at 7:57pm.
Motion #09-09-5: Kampa, seconded by Schiefelbein, made a motion to
adopt the Consent Agenda. All Managers voted aye.
Motion #09-09-6: Kampa, seconded by Schiefelbein, made a motion to pay
bills. All Managers voted aye.
Engineer Madejczyk distributed a technical memo regarding
electrical generators.
Administrator Anderson and Assistant Administrator Loewen
reported that they met with Hank Schriefels, Stearns County Environmental
Services and Bill Stephens, Wright County Planning and Zoning to discuss septic
system inventory.
Assistant Administrator Loewen announced that milfoil
assessments, delinquent account notices, and budget and levy notices are being
prepared for distribution.
Assistant Administrator Loewen reported that he, Engineer
Madejczyk, and Administrator Anderson viewed a property on 91st
Street on Clearwater Lake where the filling of a ravine is being proposed.
Board Chairman Brunsell distributed a report that he had
presented to the leadership of the Cedar Lake Conservation Club.
Engineer Madejczyk presented aeration permits for signature.
Administrator Anderson presented to the CRWD Board a draft
mission statement for the CRWD Wastewater Task Force.
Motion #09-09-7: Froyen, seconded by Schiefelbein, made a motion to
adopt a mission statement for the CRWD Wastewater Task Force. All Managers
voted aye.
Motion #09-09-8: Risberg, seconded by Kampa, made a motion to accept
the city of Annandale‘s request regarding past and future services that they
provide for the CRWD. All Managers voted aye.
Manager Kampa requested that the CRWD present a resolution to
the Minnesota Association of Watershed Districts changing Minnesota Statute as
it relates to endocrine disruptors.
Jeremy Sivula, resident of Grass Lake, requested that another
extension be put on the vent pipe from Lift Station #3 and asked if the rings
will be installed on manholes before winter. He also wanted to know if one lot
in the Grass Lake area no longer needs wastewater service, could someone else
develop a new hook-up.
Wright County Commissioner Rose Thelen asked if someone from
the CRWD Board of Managers would be willing to attend a meeting to consider an
erosion issue on Ramsey Lake.
Meeker County Commissioner Wally Strand encouraged the CRWD
to make clear what area is to be covered under the CRWD Wastewater Task Force
Mission Statement.
Manager Schiefelbein has received an agreement letter from
Cenex ready for signature, regarding the soil testing services they will be
providing for residents of the CRWD.
Motion #09-09-9: Kampa, seconded by Risberg, made a motion to adjourn.
All Managers voted aye.
