Work Session - Kimball City Hall
August 26, 2009 - 7:00pm

Manager Brunsell called the CRWD Work Session to order at
7:00pm. Manager’s Brunsell, Kampa, Risberg, and Froyen were present. Manager
Schiefelbein was absent. Also in attendance were Assistant Administrator Loewen
and Administrator Anderson.
Motion #WS09-08-1:
Motion Kampa, seconded by Froyen to adopt the Agenda. All Managers voted aye.
Manager Kampa reviewed information provided by Engineer Wenck
regarding purchase of generators to operate wastewater treatment systems during
electrical failures. This item will be on the September 2009 regular meeting
agenda.
The recent CRWD tour of Segner Ponds, lakescaping, rain
gardens, and erosion control projects was discussed. Tour attendees expressed
their appreciation to the Board.
Assistant Administrator Loewen presented the following:
1. Bills for payment
2. Record retention update
3. Dates for Wright County SWCD 5th Grade Day
4. BWSR Conservation Partners Grant Program
5. City of Kimball stormwater runoff needs
6. Wastewater Treatment Task Force update
7. Robert Hanson feedlot upgrade results in 35-pound phosphorus reduction per
year in the Clearwater River
8. MAWD Resolution Packet
9. Paul Jude enhanced buffer
Motion #WS-09-08-2:
Motion Froyen, seconded by Risberg to pay bills. All Managers voted aye.
Motion #WS-09-08-3:
Motion Kampa, seconded by Froyen to establish a budget of $1,200 from the
Stearns County Buffer Fund for Paul Jude‘s enhanced buffer. All Managers
voted aye.
Motion #WS-09-08-4:
Motion Brunsell, seconded by Risberg to appoint Lee Monk to the Wastewater
Treatment Task Force. Manager’s Froyen, Risberg, and Brunsell voted aye.
Manager Kampa voted nay. The motion carried.
Motion #WS-09-08-5:
Motion Froyen, seconded by Brunsell to authorize CRWD Administrators to develop
for the manager’s review, a mission statement for the Wastewater Task Force. All
Managers voted aye.
Administrator Anderson indicated that residents of Swartout,
Henshaw, and Albion Lakes have requested estimates for Rotenone treatment for
their lakes. Engineer Wenck’s Memorandum indicates that the cost to treat
Swartout Lake is $170,000; Henshaw Lake is $85,500; and Albion Lake is $120,000,
plus permits. This information will be forwarded to the lake residents. CRWD
staff will include these estimates in proposed funding legislation.
Motion #WS-09-08-6:
Motion Froyen, seconded by Brunsell to present Proposed 2010 CRWD Budget for
publication and consideration at the CRWD Public Hearing to be held at 7:00pm on
September 9, 2009 at the Annandale Middle School.
Lengthy discussion regarding the 2010 Proposed CRWD Budget
took place.
Manager Brunsell called the question with a 3-1 vote to end
debate. Managers Brunsell, Froyen, and Kampa voted to end debate. Manager
Risberg voted nay. The motion carried.
When Motion #WS-09-08-6 was put to a vote, Managers
Brunsell, Froyen, and Kampa voted aye. Manager Risberg voted nay. The motion
carried.
Administrator Anderson reviewed the Stearns County SWCD
Engineer’s Cost Estimate for Tim Virgen’s proposed waterway construction on
Bridgewater Road.
Motion #WS-09-08-7:
Motion Froyen, seconded by Kampa to budget $6,884.65 from the Stearns County
Buffer Fund to supplement existing cost-share for the Tim Virgen proposed
waterway construction on Bridgewater Road. All Managers voted aye.
Motion #WS-09-08-8:
Motion Froyen, seconded by Risberg to publish and post the change of meeting
time for the September 23, 2009 Work Session Meeting with managers and staff to
meet at 6:00pm at Dennis Loewen‘s office in Annandale to tour individual
septic systems, with the Work Session to be convened at 7:30pm at the Kimball
City Hall. All Managers voted aye.
Administrator’s Loewen and Anderson reported that 14,000
pounds of bullheads have been removed from Clear Lake. The Clear Lake Property
Owners have requested that the CRWD sponsor a bus to tour the Clear Lake area
water quality improvement measures, rain gardens, lakescaping, and erosion
control measures conducted by the CRWD.
Motion #WS-09-08-9:
Motion Froyen, seconded by Kampa for the CRWD to sponsor a bus and tour of CRWD
activities to be held on September 26, 2009 from 9-12noon. All Managers voted
aye.
Administrator Anderson indicated that he is organizing a
meeting of Wright County Planning and Zoning staff, Stearns County Environmental
Services, and CRWD staff to discuss funding opportunities and logistics for
conducting a septic system inventory on Bass, Cedar, Clearwater, Augusta, and
Pleasant Lakes.
Motion #WS-09-08-10:
Motion Kampa, seconded by Risberg to adjourn the meeting. All Managers voted
aye.
