Clearwater River Watershed District
Board of Managers Meeting
July 8, 2009 - 7:00PM
Annandale Middle School, Annandale, MN
Manager Brunsell called the regular meeting to order at
7:00pm. Manager’s Bob Schiefelbein, Mark Kampa, Marvin Brunsell, Jerry Risberg,
and Roland Froyen were present. Others in attendance were Engineer Norm Wenck,
Administrator Merle Anderson, Assistant Administrator Dennis Loewen, Maggie
Leach, Denise DeJiannie, Ron Graham, Tom Bacon, and Meeker County Commissioner
Wally Strand.
Motion #09-07-1: Kampa, seconded by Risberg, made a motion to adopt
the Agenda. All Managers voted aye.
Motion #09-07-2: Schiefelbein, seconded by Froyen, made a motion to
adopt the Consent Agenda after amending Motion #WS-09-06-5 to read “303D.” All
Managers voted aye.
Tom Bacon, President of the Clearwater Lake Property Owners
Association, requested that the CRWD contact the appropriate State of Minnesota
officials to determine the rational behind the legislation that denied grant
money for 24D application in the control of Eurasian Milfoil.
Tom Bacon left the meeting at 7:22pm.
Ron Graham, resident of Clear Lake presented the CRWD Board
of Managers with a letter containing a resolution from the Clear Lake Property
Owners Board requesting that the CRWD suspend pursuit of a v-notch weir south of
Clear Lake.
Motion #09-07-3 Froyen, seconded by Risberg, made a motion to put on
hold any further action to establish a v-notch weir south of Clear Lake. All
Managers voted aye.
Denise DeJiannie and Ron Graham left the meeting at 7:47pm.
Motion #09-07-4: Kampa, seconded by Risberg, made a motion to pay
bills. All Managers voted aye. - Disbursements
Assistant Administrator Loewen reported that Internal
Controls will be making repairs at the wastewater treatment sites and that
Kramer Electric of Watkins has submitted a quote to be on call for electrical
needs at the CRWD wastewater treatment sites.
Motion #09-07-5: Kampa, seconded by Froyen, made a motion to get
quotes and authorize best value quotes for electrician to be on standby to
address CRWD wastewater treatment systems electrical needs. All Managers
voted aye.
Engineer Wenck distributed memo regarding Individual Sewage
Treatment System Inventory Protocol to qualify for Minnesota Pollution Control
Agency’s (MPCA) unsewered area
needs, grant application and memorandum for GPS soil testing and fertilizer
application field trial, and grant application for Lake Betsy hypolimnetic
nutrient reduction.
Motion #09-07-6: Risberg, seconded by Kampa, made a motion to submit
the GPS soil testing and fertilizer application field trial to the MPCA seeking
demonstration, education, and research funds. All Managers voted aye.
Motion #09-07-7: Risberg, seconded by Kampa, made a motion to submit
Lake Betsy hypolimnetic nutrient reduction to the MPCA seeking demonstration,
education, and research funds. All Managers voted aye.
Motion #09-07-8: Froyen, seconded by Schiefelbein, made a motion to
authorize Wenck Associates, Inc. to research the surface water assessment grant
availability to be used to assess surface water in the CRWD.
Assistant Administrator Loewen and Administrator Anderson
explained that later this year Local Units of Government in the Upper
Mississippi Watershed would be meeting to compile a watershed-wide
implementation plan that will contain plans developed by those Local Units of
Government.
CRWD managers and staff were very satisfied with the results
of the recent meeting of the CRWD and lake association leadership. Assistant
Administrator Loewen compiled a summary of the discussion that includes special
requests from lake associations. Those requests will be acted upon as time
permits.
CRWD managers, who attended the recent tour of the Green Lake
Sanitary Sewer and Water District facilities, reported that they received
valuable information regarding the establishment of sanitary sewer districts. A
history of the Green Lake facility, Mel Dykhuizen summary, and Marv Brunsell’s
summary of the tour are on file in the District office.
Motion #09-07-9: Froyen, seconded by Brunsell, made a motion to
establish a Wastewater Needs Discussion Task Force to be comprised of five
volunteers from the May 20, 2009 Corinna Township meeting and a nominee by each
CRWD manager. Managers Froyen and Brunsell voted aye. Managers Schiefelbein,
Kampa, and Risberg voted nay. The motion failed.
Motion #09-07-10: Risberg, seconded by Kampa, made a motion to
establish a Wastewater Needs Discussion Task Force to be comprised of five
volunteers from the May 20, 2009 Corinna Township meeting with additional
members to be added upon request. Managers Kampa, Risberg, Schiefelbein, and
Brunsell voted aye. Manager Froyen voted nay. The motion carried.
Engineer Wenck distributed the Upper Watershed TMDL
Studies for Clearwater River Watershed District and announced that this
will be placed on public notice July 20, 2009.
Manager Brunsell indicated that at the recent Minnesota
Association of Watershed District Summer Tour, notable sessions were conducted
regarding carp management.
Administrator Anderson announced that he would make a
stormwater management presentation to Kimball High School students on Monday,
July 13, 2009.
Motion #09-07-11: Schiefelbein, seconded by Kampa, made a motion to
adjourn. All Managers voted aye.
