Work Session - Kimball City Hall
May 27, 2009 - 7:00pm

Manager Brunsell called the CRWD Work Session to order at
7:00pm. Manager’s Schiefelbein, Brunsell, Kampa, Risberg, and Froyen were
present. Also in attendance were Wright County Commissioner Rose Thelen,
Assistant Administrator Loewen and Administrator Anderson.
Motion #WS09-05-1:
Motion Schiefelbein, seconded by Risberg to adopt the Agenda. All Managers
voted aye.
Manager Brunsell requested that as a number of people have
worked on the wastewater treatment systems, that a method of communication needs
to be established amongst Bill Hennen, Kevin Kloeppner, Dennis Loewen, Jerry
Risberg, Mark Kampa, and Norm Wenck. A log of items added, changed, or replaced
in the system needs to be kept and communicated to the CRWD managers in writing.
Motion #WS-09-05-2:
Motion Schiefelbein, seconded by Kampa to authorize the lowest quote to
accomplish tasks outlined in Engineer Wenck’s Memo of May 19, 2009. All
Managers voted aye.
Administrator Anderson explained that the Vergin/Jansky
waterway construction plans are active. Details and construction dates will be
available at the June CRWD regular meeting.
Motion #WS-09-05-3:
Motion Schiefelbein, seconded by Kampa to pay bills. All Managers voted aye.
Administrator Anderson and Assistant Administrator Loewen
explained that Stearns County Sentence-to-Serve would apply Class 2 to the
roadside erosion in Restawhile Shores. Minnesota Conservation Corps will correct
erosion issues on the Mark Allison and Donn Driver properties on Lake Louisa.
Administrator Anderson announced that the breakfast meeting
to explain the CRWD watershed-wide implementation plan will be held June 13,
2009, 7:00am at the Triple R Restaurant in Kimball. Special invitations have
been sent to lakeshore associations.
Motion #WS-09-05-4:
Motion Kampa, seconded by Risberg to accept the newly developed project
explanation packet and to distribute that packet to state agencies, legislators,
and other potential funding sources. All Managers voted aye.
Motion #WS-09-05-5:
Motion Schiefelbein, seconded by Risberg to revise Loewen and Anderson contracts
on their anniversary dates to reflect the rate of pay as indicated in the
transition plan. All Managers
voted aye.
Manager Brunsell began discussion of the May 20, 2009
Wastewater Discussion Meeting. He indicated that the effort needs leadership,
direction needs to be specific, and that five people at the meeting volunteered
to serve on a committee to discuss wastewater needs in the CRWD should a
committee be established.
As a result of the discussion that followed, each manager and
staff person is to submit to Assistant Administrator Loewen, a proposal of how
to proceed with wastewater management in the CRWD. This proposal will be part of
the discussion at the June 10, 2009 regular CRWD meeting.
Motion #WS-09-05-6:
Motion Schiefelbein, seconded by Kampa to authorize installation of a ball valve
on the Hidden River Sanitary Sewer System. All Managers voted aye.
Manager Kampa informed the managers that a public hearing
would be held soon regarding the Northwest Quadrant Comprehensive Draft Plan in
Wright County.
Motion #WS-09-05-7:
Motion Kampa, seconded by Froyen to adjourn the meeting. All Managers voted
aye.
