Clearwater River Watershed District
Board of Managers Meeting
May 13, 2009 - 7:00PM
Annandale Middle School, Annandale, MN
Manager Brunsell called the regular meeting to order at
7:00pm. Manager’s Bob Schiefelbein, Mark Kampa, Marvin Brunsell, Jerry Risberg,
and Roland Froyen were present. Others in attendance were Engineer Norm Wenck,
Administrator Merle Anderson, Assistant Administrator Dennis Loewen, Jack Klein,
Scott Kuechle, Kevin Kolstad, Wright County Commissioner Rose Thelen, and Meeker
County Commissioner Wally Strand.
Motion #09-05-1: Risberg, seconded by Kampa, made a motion to adopt
the Agenda. All Managers voted aye.
Motion #09-05-2: Kampa, seconded by Schiefelbein, made a motion to
adopt the Consent Agenda. All Managers voted aye.
Motion #09-05-3: Kampa, seconded by Schiefelbein, made a motion to pay
bills. All Managers voted aye.
Engineer Wenck and Administrator Anderson distributed and
explained the CRWD Watershed-wide Implementation Plan as it relates to Total
Maximum Daily Load. This plan is on file in the District office.
Motion #09-05-4: Froyen, seconded by Risberg, made a motion to adopt
the CRWD Watershed-wide Implementation Plan. All Managers voted aye.
Motion #09-05-5: Froyen, seconded by Kampa, made a motion for CRWD
staff to develop a fact sheet to be used while seeking grants and other funding
for the CRWD Watershed-wide Implementation Plan. This fact sheet will be ready
for the next CRWD Work Session. All Managers voted aye.
Assistant Administrator Loewen presented the following:
1. Introduced Scott Kuechle, resident of 109th Street, who explained
his neighborhood water quality issues.
2. Received a quote for raising manholes on the Clearwater Harbor Sanitary Sewer
System.
3. Wings will be installed on the fish barrier at the inlet of Swartout Lake
this week.
Administrator Anderson explained that an application has been
submitted to Stearns County Sentence-to-Serve to conduct certain maintenance
activities as indicated in the 2009 CRWD Maintenance Report.
Motion #09-05-6: Froyen, seconded by Risberg, made a motion to
authorize a Citizenship Meeting with meal for all CRWD lake association leaders.
All Managers voted aye.
Engineer Wenck reviewed the change of Minnesota Pollution
Control Agency classification of the Hidden River/Clearwater Harbor Wastewater
Treatment System. The change from Class B to Class C requires an additional
monitoring well and additional monitoring.
Engineer Wenck distributed and explained the 2009 Inspection
Report.
Motion #09-05-7: Froyen, seconded by Kampa, made a motion to authorize
the receiving of quotes for repair as indicated in the 2009 Inspection Report. All
Managers voted aye.
Administrator Anderson introduced the waterway construction
plans on the Vergin property near Lake Caroline.
Motion #09-05-8: Kampa, seconded by Risberg, made a motion to adjourn.
All Managers voted aye.
