Clearwater River Watershed District
Board of Managers Meeting
April 8, 2009 - 7:00PM
Annandale Middle School, Annandale, MN
Manager Brunsell called the regular meeting to order at
7:00pm. Manager’s Bob Schiefelbein, Mark Kampa, Marvin Brunsell, Jerry Risberg,
and Roland Froyen were present. Others in attendance were Engineer Rebecca
Kluckhohn of Wenck Associates, Inc, Assistant Administrator Dennis Loewen, and
MPCA Representative Maggie Leach.
Motion #09-04-1: Kampa, seconded by Risberg, made a motion to adopt
the Agenda. All Managers voted aye.
Motion #09-04-2: Kampa, seconded by Schiefelbein, made a motion to
adopt the Consent Agenda. All Managers voted aye.
Engineer Kluckhohn explained an e-mail that she recently
circulated regarding the change in frog numbers in the area.
Motion #09-04-3: Kampa, seconded by Risberg, made a motion to pay
bills. All Managers voted aye.
Motion #09-04-4: Froyen, seconded by Kampa, made a motion to authorize
CRWD Administrator’s and Wenck Associates, Inc. to develop a proposal to
legislators to request grant funds from Clean Water Legacy Funds, Stimulus
Package Funds, or other available funding for the Lake Betsy Hypolimnetic
Withdrawal and Irrigation Pilot Study at a total cost of $291,360. All
Managers voted aye.
Discussion regarding the previous motion included the need
for stakeholder involvement and meetings to compliment the withdrawal activity.
Motion #09-04-5: Froyen, seconded by Kampa, made a motion to have CRWD
Administrator‘s, Wenck Associates, Inc, and Manager Schiefelbein develop a
proposal for funding of costs associated with soil testing of agricultural
cropland. All Managers voted aye.
MPCA Representative, Maggie Leach discussed Total Maximum
Daily Load information that she recently provided to the CRWD and Wenck
Associates. Inc.
Assistant Administrator Loewen presented the following:
1. List of entities invited to participate in wastewater discussion.
2. Presented Kevin Kloeppner Report on Hidden River Wastewater Treatment System.
3. Reviewed filing cabinets purchased and delivered to the CRWD at a cost of
$782.
4. Attendance at Wright County 5th Grade Day on May 12, 2009.
5. Requested permission to attend road salt seminar.
Motion #09-04-6: Schiefelbein, seconded by Risberg, made a motion to
adjourn. All Managers voted aye.
