Clearwater River Watershed District
Board of Managers Meeting
March 11, 2009 - 7:00PM
Annandale Middle School, Annandale, MN
Manager Brunsell called the regular meeting to order at
7:00pm. Manager’s Bob Schiefelbein, Mark Kampa, Marvin Brunsell, Jerry Risberg,
and Roland Froyen were present. Others in attendance were Engineer Norm Wenck,
Assistant Administrator Dennis Loewen, Kevin Kolstad, and Meeker County
Commissioner Wally Strand.
Motion #09-03-1: Froyen, seconded by Risberg, made a motion to adopt
the Agenda. All Managers voted aye.
Motion #09-03-2: Schiefelbein, seconded by Kampa, made a motion to
adopt the Consent Agenda. All Managers voted aye.
Motion #09-03-3: Kampa, seconded by Schiefelbein, made a motion to pay
bills. All Managers voted aye.
A letter from Corinna Township requesting that the CRWD
convene a wastewater discussion group was read into the record.
Motion #09-03-4: Kampa, seconded by Risberg, made a motion to
authorize Task One Profile Data, at a cost of $1,200, and sediment samples from
Clear and Betsy Lakes from Task Two, at a cost of $7,000, of the proposed 2009
Water Quality Monitoring Program. All Managers voted aye.
Motion #09-03-5: Kampa, seconded by Risberg, made a motion to
authorize Assistant Administrator Loewen to purchase dosing timers for the
Clearwater Harbor Area Wastewater Treatment System. All Managers voted aye.
The Annandale Expo Work Schedule is as follows:
Schiefelbein/Loewen - 7:30am-9:30am
Kampa/Brunsell - 9:30am-11:30am
Risberg/Froyen - 11:30am-1:30pm
Assistant Administrator Loewen reviewed the TMDL to date
funding.
Discussion was held regarding the CRWD portion of the
proposed v-notch weir construction south of Clear Lake.
Assistant Administrator Loewen reviewed with the manager’s,
requests from the public to conduct a CRWD tour this summer.
Assistant Administrator Loewen reviewed water quality
monitoring procedures and lab opportunities. He will be purchasing a GPS unit
since it is necessary to insure locations during water quality monitoring
sampling.
The CRWD Board requested that Administrator Anderson seek
legal advice regarding CRWD’s liability should a bog winch be permanently
installed at Grass Lake Dam.
Motion #09-03-6: Schiefelbein, seconded by Risberg, made a motion to
authorize the sending of a letter to potential participants in the Wastewater
Treatment Task Force. All Managers voted aye.
Motion #09-03-7: Schiefelbein, seconded by Brunsell, made a motion to
adjourn. All Managers voted aye.
