Work Session - Kimball City Hall
January 28, 2009 - 6:30pm

Manager Brunsell called the CRWD Work Session to order at
6:30pm. Manager’s Schiefelbein, Brunsell, Kampa, Risberg, and Froyen were
present. Also in attendance were Kevin Kloeppner, Bill Hennen, Assistant
Administrator Loewen, and
Administrator Anderson.
Motion #WS09-01-1:
Motion Kampa, seconded by Risberg to adopt the Agenda. All Managers voted
aye.
Motion #WS-09-01-2:
Motion Kampa, seconded by Schiefelbein to pay bills.
All Managers voted aye.
Discussion was held regarding the monitoring and maintenance
of wastewater treatment systems in the CRWD. Assistant Administrator Loewen will
provide Kevin Kloeppner with maintenance manuals, construction details, and
other information to familiarize Kevin with each system. Prior to the February
11, 2009 regular CRWD meeting, Engineer Norm Wenck, Assistant Administrator
Loewen, Administrator Anderson, and Kevin Kloeppner will tour three wastewater
treatment systems within the CRWD. Administrator Anderson and Assistant
Administrator Loewen will develop an Operation and Maintenance Work Plan for
Wastewater Treatment Systems in the CRWD.
Administrator Anderson reviewed the 2008 Maintenance Report
for Wandering Ponds and recommended that the 2009 maintenance proposal submitted
by Bernie Miller be considered.
Motion #WS-09-01-3:
Motion Kampa, seconded by Schiefelbein to authorize the Bernie Miller contract
for operation and maintenance of the wastewater treatment system at Wandering
Ponds Estates at a cost of $1,600. All Managers voted aye.
Manager Brunsell encouraged managers and staff to attend
MAWD’s March 18-19, 2009 Legislative Breakfast and Day at the Capital.
Manager Froyen reviewed a letter that he had developed for
legislators relating to county board approval of watershed district budgets.
Motion #WS-09-01-4:
Motion Kampa, seconded by Risberg to authorize attendance at the MAWD
Legislative Breakfast and Day at the Capital event. All Managers voted aye.
Motion #WS-09-01-5:
Motion Froyen, seconded by Kampa to send letters to area legislators expressing
the CRWD’s opposition to county board oversight of watershed district budgets.
All Managers voted aye.
Administrator Anderson reviewed the following items:
1. Water quality monitoring reports have been delivered to area SWCD’s.
2. Staff attendance at Stearns County Shoreland Training.
3. Corinna Township Planning & Zoning Commission Meeting.
4. CRWD has updated their page in the BWSR Legislative Information Brochure.
Manager Kampa reported that a milfoil treatment permit has
been received by Lake Augusta.
Motion #WS-09-01-6:
Motion Froyen, seconded by Kampa to authorize staff, at the request of Corinna
Township Board, to develop a task force to facilitate discussion regarding
wastewater treatment in the Clearwater River Watershed. All Managers voted
aye.
Motion #WS-09-01-7:
Motion Schiefelbein, seconded by Risberg to adjourn the meeting. All Managers
voted aye.
