Board of Managers Meeting
November 12, 2008 - 7:00PM
Annandale Middle School, Annandale, MN

 Manager Brunsell called the regular meeting to order at 7:00pm. Manager’s Bob Schiefelbein, Mark Kampa, Roland Froyen, Jerry Risberg, and Marvin Brunsell were present. Others in attendance were Norm Wenck, Administrator Merle Anderson, Assistant Administrator Dennis Loewen, Kevin Kolstad, MPCA staff person Maggie Leach, and Meeker County Commissioner Wally Strand.

Motion #08-11-1: Kampa, seconded by Risberg, made a motion to adopt the agenda. All Managers voted aye.

Manager Brunsell opened the Public Hearing to consider delinquent accounts and assessments.

Motion #08-11-2: Schiefelbein, seconded by Kampa, made a motion to close the Public Hearing. All Managers voted aye.

Motion #08-11-3: Schiefelbein, seconded by Kampa, made a motion to certify delinquents accounts to the appropriate county auditor for collection. All Managers voted aye.

Motion #08-11-4: Kampa, seconded by Risberg, made a motion to adopt the Consent Agenda. All Managers voted aye.

Motion #08-11-5: Schiefelbein, seconded by Froyen, made a motion to pay bills. All Managers voted aye. - Disbursements

Engineer Norm Wenck distributed pictures and descriptions of the repairs made at Watkins Wetland South and Kingston Wetlands. The Lake Augusta Erosion Control Structure does not need repair.

Motion #08-11-6: Froyen, seconded by Kampa, made a motion to authorize the city of Annandale to send utility account billings for late payments. All Managers voted aye.

Assistant Administrator Loewen reported that $22,259.78 has been received for Clearwater Lake milfoil assessment and $1,890 has been received for Lake Augusta milfoil assessment. Dennis also indicated that the assessment for Wandering Ponds was recorded by Stearns County on August 4, 2008.   

Manager Kampa informed the manager’s that TPC has not started the work that they have been authorized to do on the Clearwater Harbor Area Sanitary Sewer System. He indicated that the signage for Restawhile Shores emergency response has been completed. Mark also mentioned that on November 20, 2008 the Wright County Northwest Quadrant Comprehensive Plan Committee would review landowner’s response to proposed changes in the Wright County Comprehensive Plan.

Engineer Norm Wenck distributed the CRWD Legislative Report, Wastewater Treatment System flows, suggested that Dennis Loewen do the Wastewater Treatment System sampling, and explained the Total Maximum Daily Load (TMDL) schedule. That schedule should qualify the CRWD for October 2009 implementation funding for TMDL.

The CRWD Manager’s encourage Stearns County to assess Island Lake, Otter Lake, Clearwater River, Three Mile and Fairhaven Creeks.

Motion #08-11-7: Kampa, seconded by Froyen, made a motion to designate Manager’s Brunsell and Risberg as delegates to the 2008 MAWD Annual Conference. All Managers voted aye.

Manager Risberg expressed concern about Asian Carp being detected in close proximity to Clearwater River. He also wants discussion at the next CRWD Work Session regarding separate categories of accounting for scheduled maintenance and unscheduled maintenance on the Clearwater Harbor Area Sanitary Sewer System.

Manager Kampa distributed and explained the 1985 Bog Report.

Manager Froyen is scheduling a meeting with Corinna Township Supervisors on January 20, 2009 to discuss wastewater treatment in Corinna Township.

The December CRWD Work Session has been cancelled. Notices will be put in the newspaper.

Motion #08-11-8: Kampa, seconded by Risberg, made a motion to adjourn. All Managers voted aye.
