Clearwater River Watershed District Work Session
June 28, 2006 - 6:30 pm
Stanley's Restaurant - Kimball, Minnesota
Manager Brunsell called the CRWD Work Session to order at 6:30pm.
Managers' Brunsell, Loewen, Kampa, Schiefelbein, and Risberg were present. Also
in attendance was Administrator Anderson.
Motion #WS06-06-01: Motion Risberg, seconded by Kampa to adopt the Agenda. All
Managers voted aye.
Motion #WS-06-06-02: Motion Loewen, seconded by Kampa to authorize payment of
costs associated with the July 7, 2006 Citizenship Dinner.
All Managers voted aye.
Manager's and Administrator Anderson toured the following sites:
1. Wandering Ponds Wastewater Treatment System. Bernie Miller, System Installer
and Gerry Wipper, Developer joined the manager's at the site to describe how the
system works.
2. Lakes of Fairhaven. It was noted by Administrator Anderson that hookups to
the private community wastewater treatment system are not being inspected.
Administrator Anderson, Bernie Miller, and Leslie Rose, Fairhaven Township Clerk
will develop an inspection policy for Fairhaven Township. It was also noted that
vegetation removal in this development is excessive.
3. Bass Lake. Manager's observed lot size, elevation of lots above lake level,
and proximity of current individual sewage treatment systems to the road.
4. Kramer Avenue, Clearwater Lake. Manager's observed that this area is much
like Bass Lake.
5. Clearwater Harbor Area Sanitary Sewage Treatment Project. Manager's observed
post-construction restoration condition.
6. Bridgewater Road, Lake Caroline. Manager's observed that a farmer had
voluntarily installed waterways north of Bridgewater Road.
7. Willow Creek, west of Hwy 15, south of Kimball. Manager's observed Willow
Creek and the surrounding wetlands.
Motion #WS-06-06-03: Motion Loewen, seconded by Schiefelbein to require a total
of $5,000 responsibility for petitioners should a petition come forward for
water quality improvement and rough fish population control in Cedar Lake. All
Managers voted aye.
Motion #WS-06-06-04: Motion Kampa, seconded by Risberg to adjourn the meeting.
All Managers voted aye.
