Clearwater River Watershed District Work Session
May 24, 2006 - 6:30 pm
Stanley's Restaurant - Kimball, Minnesota
Manager Brunsell called the CRWD Work Session to order at 6:30pm.
Managers' Brunsell, Loewen, Kampa, and Risberg were present. Manager
Schiefelbein arrived at 7:15pm. Also in attendance was Administrator Anderson.
Motion #WS06-05-01: Motion Loewen, seconded by Risberg to adopt the Agenda. All
Managers voted aye.
Manager Brunsell reviewed information regarding district funds and district fund
programs to be included in the 2005 audit report.
Administrator Anderson reviewed a listing of 2005 district activities that will
also be included in the audit report.
Administrator Anderson will schedule Kelly Bergesch for CTAS training.
Manager Schiefelbein arrived at 7:15 pm.
Administrator Anderson expects to have details for the CRWD Summer Tour and
Citizenship Dinner soon.
Administrator Anderson received correspondence from Eric Altena, DNR Fisheries.
Eric indicated that in his estimation, phosphorus control in runoff between
Henshaw and Swartout Lakes would be minimal on State of Minnesota land. He also
indicated that much more phosphorus could be trapped on private land. Eric asked
for CRWD comments on small mouth bass stocking in the reach of the Clearwater
River from Grass Lake to the City of Clearwater. The CRWD Board of Managers
strongly support stocking of small mouth bass in that area.
Administrator Anderson explained that sewer hookups are not being inspected in
the Lakes of Fairhaven Development Community Sewer System.
Motion #WS-06-05-02: Motion Loewen, seconded by Kampa to authorize Administrator
Anderson to request that Fairhaven Township require inspection of sewer hookups
on community sewer systems in Fairhaven Township. All Managers voted aye.
Administrator Anderson informed the Board that to his knowledge, the property
owners of the proposed site for sediment basins in the Cedar Lake alum/ferric
chloride treatment area have not visited a similar site with Engineer Norm Wenck.
Administrator Anderson recently requested permission from the Meeker County
Board to expand the Nistler Sediment Basin. The Meeker County Board authorized
construction of the expansion.
Motion #WS-06-05-03: Motion Schiefelbein, seconded by Risberg to authorize the
attached maintenance plan for the Nistler Sediment Basin.
All Managers voted aye.
Administrator Anderson indicated that at the next CRWD Work Session, the
managers would tour Wandering Ponds Development, Lakes of Fairhaven Development,
and Bass Lake.
Manager Kampa informed the Board that Clearwater Lake has completed their
milfoil treatment.
Manager Risberg asked to have vegetative growth in and near his property in the
lake be identified.
Manager Loewen asked if anyone knew the status of the Kimball sewer expansion.
Motion #WS-06-05-04: Motion Kampa, seconded by Loewen to adjourn the meeting.
All Managers voted aye.
