Clearwater River Watershed District Work Session
June 22, 2005 - 6:30p.m.

CRWD Work Session was called to order at 6:30p.m. by Manager Brunsell. Managers’ Virl Liebrenz, Marvin Brunsell, Mark Kampa, Bob Schiefelbein, and Dennis Loewen were present. Also in attendance were Administrator Merle Anderson, David Schwinghammer, and Paul Schwinghammer. Lee Worden, Collin Nyren, and Rebecca Kluckhohn joined the Board at 7:30p.m. at Swartout Lake.
Administrator Anderson updated the Board of Managers on construction progress on the Clearwater Harbor Area Sanitary Sewer Project.
David and Paul Schwinghammer, representing Red Barn Ridge Stormwater Management Services, presented information regarding the services they can provide local units of government and others regarding compliance with stormwater management plans. Their services include development of stormwater plans, on-site maintenance of the erosion control measures, and reporting of erosion control efforts to permitting authorities.
Manager Brunsell recessed the meeting at 7:05p.m. and reconvened at 7:30p.m. at Swartout Lake.
Rebecca Kluckhohn of Wenck Associates, Inc. presented the following information regarding the Cedar Lake Sub shed:
? High flow loading of phosphorus coming out of Swartout Lake is 30 lbs/day.
? Cedar Lake goal for phosphorus loading is 1,000 lbs/year. Current loading may exceed 2,000 lbs/year.
? Measurements at the outlet of Swartout Lake are indicated as total phosphorus (phosphorus adhering to sediment) and measurements taken at the outlet of the wetland below Swartout Lake is indicated as soluble phosphorus.
The group viewed the Swartout outlet, wetland outlet near Hwy 55, and a possible fish trap site north of Hwy 55.
