MINUTES CLEARWATER
RIVER WATERSHED DISTRICT WORK SESSION STANLEY’S RESTAURANT, KIMBALL November 24, 2004 - 6:00 pm CRWD Work Session was called to order at 6:00p.m. by Manager Brunsell. Managers’ Virl Liebrenz, Marvin Brunsell, Mark Kampa, and Dennis Loewen were present. Manager Bob Schiefelbein had an excused absence. Also in attendance was Administrator Merle Anderson.
Motion
#WS04-11-01:
Motion Kampa, seconded by Liebrenz to adopt the agenda. All Managers voted
aye. Manager
Brunsell reviewed the CRWD Insurance Policy. Motion
#WS04-11-02:
Motion Loewen, seconded by Liebrenz to authorize Manager Brunsell to raise the
deductible from $500 up to a maximum of $2,000.
All Managers voted aye. Administrator
Anderson reviewed options for the CRWD Board of Managers to consider for
engineering services for CRWD activities. Those options include no change,
requesting proposals for each activity requiring engineering services, or
requesting proposals for some engineering services. Manager Loewen asked if the
Administrator could perform some O&M activities. This dialog will continue
at future Work Sessions and will include conversation with Wenck Associates,
Inc. and other engineering firms. Administrator
Anderson updated the Board as to the status of appeal for the Clearwater Harbor
Sanitary Sewer Project. At a recent hearing held by the Stearns County Court, it
was determined that only Steven Phillip is considering appealing his assessment.
Motion
#WS04-11-03:
Motion Loewen, seconded Kampa to not pursue the recovery of costs of the appeal,
determine that Steven Phillip’s hookup can be delayed with hookup costs to be
paid by the project, assessment for the project and O&M for the Phillips
property to be filed with Stearns County by November 30, 2004, and Steven
Phillip must sign his construction easement. All Managers voted aye. Manager
Brunsell distributed a letter from Kober Construction relating to the release of
Kober Construction from warranty of 350’ of pipe and Beachwood Road blacktop.
The Board took no action. Manager
Brunsell reviewed the deed signed by Dave and Joy Carlson conveying Outlot A of
Restawhile Shores to the CRWD. This deed will be recorded with Stearns County. Motion
#WS04-10-11-04:
Motion Kampa, seconded Liebrenz to transfer $25.14 from the Restawhile
Maintenance Fund to the Restawhile Construction Fund and close out the
Restawhile Construction Fund. All Managers voted aye. Administrator
Anderson indicated to the Board of Managers a need to blend in Curt Olson’s
driveway to the new elevation of Beachwood Road.
No action was taken by the Board.
Administrator
Anderson reported that the split rail fence construction around Hidden River
sanitary sewage treatment area is nearly complete and that the tanks on
Clearwater Harbor sanitary sewer project are being installed. Manager
Liebrenz will inspect the compressors previously used in the aeration system. Administrator
Anderson relayed a request from Gene Kusha to pay the balance of his assessment
April 1, 2005 and not file the assessment with Stearns County. The Board took no
action. Motion
#WS04-11-05: Motion Liebrenz, seconded by Loewen to adjourn. All
Managers voted aye.
