MINUTES CLEARWATER
RIVER WATERSHED DISTRICT Board of
Managers Meeting Annandale
Middle School November 10, 2004 - 7:00 pm Manager Brunsell called regular meeting to order at 7:00pm. Manager’s Virl Liebrenz, Mark Kampa, Marvin Brunsell, Bob Schiefelbein, and Dennis Loewen were present. Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, Dave and Joy Carlson. Motion
#04-11-1:
Liebrenz, seconded by Kampa, made a motion to adopt the agenda. All Managers
voted aye. Motion
#04-11-2:
Kampa, seconded by Liebrenz, made a motion to approve the Consent Agenda. All
Managers voted aye. Dave
and Joy Carlson, developers of Restawhile Shores, indicated that they were
willing to repair the pump controls on the sewer system, provide keys for the
control system, and sign a quit claim deed to the District for Outlot A. Dave
Carlson will contact Administrator Anderson when pump control repair has been
completed. Motion
#04-11-3:
Liebrenz, seconded by Kampa, made a motion to issue Dave and Joy Carlson a check
for the balance of the CRWD’s financial responsibility to the Restawhile
Shores sewer project and to deposit a check from the Carlson’s to the CRWD for
the balance of the project costs. All Managers voted aye. Dave
and Joy Carlson left the meeting at 7:10p.m. Norm
Wenck, Engineer, presented the Board of Managers with Change Order #3 for
Clearwater Harbor Sewer Treatment Project #02-1, which includes $2,417 for
unsuitable soil removal, adding four check valves at a cost of $2,217.55, add
geogrid and 12” of Class 5 to approximately 350 lineal feet of Beachwood Road
at a cost of $8,900, add drain tile at 14232 CR 144 for $200, add four manhole
rings for $200, and two additional grinder pumps. Motion
#04-11-4:
Liebrenz, seconded by Loewen, made a motion to approve Change Order #3 at a cost
of $23,934.55. All Managers voted aye. Norm
Wenck, Engineer, reported that 17 easements remain to be secured for the
Clearwater Harbor Sanitary Sewer Project. Motion
#04-11-5:
Liebrenz, seconded by Kampa, made a motion to pay bills. All Managers
voted aye. Manager
Kampa gave a VCR presentation on bio digesting of animal waste. Manager
Brunsell will review the 2005 insurance proposal at the November 23, 2004 Work
Session. Norm
Wenck, Engineer, advised the Board of Managers that the split rail fence
construction on the Hidden River Sewage Treatment Site would soon be completed. Motion
#04-11-6: Liebrenz, seconded by Loewen, made a motion to designate
Manager Brunsell as voting delegate and Manager Loewen as alternate delegate to
the 2004 MAWD Annual Conference.
All Managers voted aye. Administrator
Anderson informed the Board that Meeker County is conducting repair activities
on County Ditch 20, south of the Watkins Wetland, which requires the removal of
500 feet of fence on the Leonard Asfeldt property. Administrator
Anderson indicated to the Board that the CRWD grant application to Minnesota
Pollution Agency to assist with stormwater management in the City of Kimball was
not granted. Motion

Liebrenz, seconded by Kampa, made a motion to adjourn the meeting. All
Managers voted aye. CRWD
