MINUTES CLEARWATER
RIVER WATERSHED DISTRICT WORK SESSION STANLEY’S RESTAURANT, KIMBALL September 27, 2004 - 6:00 pm CRWD Work Session was called to order at 6:00p.m. by Manager Brunsell. Managers’ Virl Liebrenz, Marvin Brunsell, Bob Schiefelbein, Mark Kampa, and Dennis Loewen were present. Also in attendance were Administrator Merle Anderson, Norm Wenck, Glen Sanders, and John Lichter. Motion #WS04-10-01:
Motion Liebrenz, seconded by Kampa to add the CRWD Audit Report to be filed with
the state auditor, request for funding from Stearns County, Kober Bond,
Wastewater Treatment Award, MAWD information to the Agenda and to adopt the
agenda. All Managers voted aye. Glen
Sanders and John Lichter of the Liesch Companies, presented information
regarding services that their engineering firm could provide for the CRWD. The
Board of Managers took the information under advisement with a decision to be
reached at a later date. Glen
Sanders and John Lichter left the meeting at 6:20p.m. Administrator
Anderson discussed with the Board that certain components of the Restawhile
Shores Sanitary Sewer System’s controls need to be operative prior to
accepting the project. Resolution of this matter with the Carlson’s will be
finalized soon. Motion #WS04-10-02:
Motion Loewen, seconded by Liebrenz to deposit a check from Dave and Joy
Carlson, in the amount of $53,411. All
Managers voted aye. Administrator
Anderson informed the Board that a group conducted a clean up on the Clearwater
River near Fairhaven recently. Norm
Wenck, Engineer, provided the Board a Clearwater Harbor Area Sanitary Sewer
System Project update by indicating that a collector portion of the system
should be complete by November 10, 2004 and the sand filter completed prior to
freeze up. Mr. Wenck also indicated a need for a change order of $2,300 increase
in cost for soil removal on Beachwood Road and the tree removal cost of $15,120
requested by Kober Construction. The Board took no action on these items. Mr.
Wenck indicated that Kevin Wittrock is prepared to install the split rail fence
at the Hidden River sewage treatment area. Motion #WS04-10-03:
Motion Liebrenz, seconded Loewen to request $300,000 from Stearns County to pay
the construction costs at Clearwater Harbor Area Sanitary Sewer Project. All Managers voted aye. The
Kober Bond was reviewed. Norm
Wenck will apply for the MPCA Sanitary Sewer Operations Award. Motion #WS04-10-04:
Motion Schiefelbein, seconded Kampa to authorize managers and staff to attend
the MAWD annual conference. All Managers
voted aye. Motion
#WS04-10-05: Motion Liebrenz, seconded by Kampa to adjourn. All
Managers voted aye.
