MINUTES CLEARWATER
RIVER WATERSHED DISTRICT WORK SESSION STANLEY’S RESTAURANT, KIMBALL August 25, 2004 - 6:00 pm CRWD
Work Session was called to order at 6:00p.m. by Manager Liebrenz.
Managers’ Virl Liebrenz, Marvin Brunsell, Bob Schiefelbein, Mark Kampa,
and Dennis Loewen were present.
Also in attendance was Administrator Merle Anderson. Oath
of Office was administered to Dennis Loewen. Administrator
Anderson reviewed a change order for the Clearwater Harbor Area Sanitary Sewer
Project that includes jacking of a sleeve through County Road 144 rather than an
open cut for the sewer line. This change was required by the Stearns County
Highway Department. Another component of the change order is to install a split
rail fence rather than planting shrubs on the perimeter of the treatment system
for this project. Total change in cost increase because of this change order is
$9,970. Motion #WS04-08-01: Motion Loewen, seconded by Kampa to authorize
Change Order #2 for Clearwater Harbor Area Sanitary Sewer Project. The cost increase is $9,970. The complete change order is on
file in the District Office. All Managers voted aye. Administrator
Anderson informed the Board of the following items relating to the Clearwater
Harbor Area Sanitary Sewer Project that may need Board action at a future date: þ
Replacement
of cement driveway slabs in the right of way þ
Cameron
Liebrenz landscaping restoration þ
Re-plumbing
under mobile home units þ
Reduction of
grinder pumps by one Manager
Brunsell reviewed the 2005 Proposed CRWD Budget. He and Administrator Anderson will provide managers prior to
the next meeting, a packet detailing previous years’ budget information,
Watkins Stormwater Study fund balance, Clearwater/Grass Lake Bog Fund balance,
and itemized expenditures for 2004. Manager
Brunsell reviewed the Clearwater Harbor Area Sanitary Sewer Project assessment
notice. Administrator
Anderson reported on the recent Cedar Lake Conservation Club annual meeting.
Residents are concerned about the lakes’ water quality. When the CRWD 2004
water quality data has been compiled, the CRWD will host a meeting of DNR
representatives, Wright County Soil & Water Conservation District
representatives, and representatives from the Cedar Lake Conservation Club to
determine strategies to improve water quality in Cedar Lake. Administrator
Anderson requested that he attend a Southside Township Board Meeting to discuss
wastewater treatment issues near lakes in the CRWD. All
managers signed bank signature cards. Motion #WS04-08-02: Motion Kampa, seconded by Brunsell to adjourn. All
Managers voted aye.
