MINUTES CLEARWATER
RIVER WATERSHED DISTRICT WORK SESSION STANLEY’S RESTAURANT, KIMBALL June 24, 2004 CRWD Work Session was called to order at 6:00p.m. by Manager Froyen. Managers’ Roland Froyen, Virl Liebrenz, Marvin Brunsell, Bob Schiefelbein, and Mark Kampa were present. Also in attendance were Administrator Merle Anderson and Attorney Stan Weinberger. Motion #WS04-06-01: Motion Kampa,
seconded by Liebrenz to adopt the agenda to include Special Meeting on July 5,
2004, Milfoil Treatment on Pleasant Lake, Advisory Committee Recommendations,
and Zoning Ordinance Setbacks. All
Managers voted aye. Attorney Stan
Weinberger discussed the proposed sewer regulation for the CRWD. Manager
Schiefelbein arrived at the meeting. Motion #WS04-06-02: Motion
Liebrenz, seconded by Kampa to set public hearing on July 14, 2004, 6:30p.m. at
the Annandale Middle School to consider adoption of the proposed CRWD sewer
regulation. All Managers voted aye. Attorney
Weinberger discussed the remaining items to be considered to finalize the
Restawhile Shores sewer system and sediment basin easements and deed. Mr.
Weinberger will contact the developer and bring final determination at a later
date. Manager Kampa
led discussion regarding whether or not the CRWD is responsible for cleanout of
the boat channel below the erosion control structure at the west end of Lake
Augusta. Motion #WS04-06-03: Motion
Liebrenz, seconded by Brunsell to instruct Administrator Anderson to secure a
copy of the bid specification for Project 81-4, Lake Augusta Erosion Control
Structure. All Managers voted aye. It was noted
that Dave McGregor may apply to the Stearns County Board to be considered for
appointment as a CRWD Manager. Administrator
Anderson indicated that John Sedey, representing the Pleasant Lake Property
Owners, is requesting information regarding milfoil treatment on that lake.
Administrator Anderson will contact the DNR to determine what treatment is
permitted by the DNR. Attorney Weinberger will provide John Sedey with details
regarding the establishment of a CRWD project for milfoil treatment on Pleasant
Lake. Motion #WS04-06-04: Motion
Liebrenz, seconded by Kampa to accept the Advisory Committee’s recommendation
to include septic system maintenance information with the annual assessment
notice. All Managers voted aye. Administrator
Anderson distributed the notice of the July 5, 2004 Special Meeting. Administrator
Anderson will coordinate discussion
at a future Work Session regarding Swartout Lake. DNR, Wright County Soil &
Water Conservation District, and Wright County Natural Resources Conservation
Services will be invited for this discussion. Motion #WS04-06-05: Motion Kampa,
seconded by Brunsell to adjourn. All
