MINUTES CLEARWATER
RIVER WATERSHED DISTRICT Board of
Managers Meeting Annandale
Middle School April 14, 2004 Regular
meeting was called to order at 7:00p.m. by Manager Froyen. Manager’s Roland
Froyen, Virl Liebrenz, Mark Kampa, Marvin Brunsell, and Bob Schiefelbein were
present. Others in attendance were Merle Anderson, Norm Wenck, Kelly Bergesch,
and Jerry Carter. Meeker
County Commissioner Hugh Wagner, Tom Melloy, and Stan Weinberger arrived
later. Motion
#04-04-1:
Kampa, seconded by Liebrenz, made a motion to adopt the agenda to include
closing the meeting. All Managers voted
aye. Motion
#04-04-2:
Liebrenz, seconded by Kampa, made a motion to approve the Consent Agenda. All Managers voted aye. Motion #04-04-3:
Brunsell, seconded by Liebrenz, made a motion to accept the April 14, 2004
financial report and pay bills. All
Managers voted aye.
Norm
Wenck, Engineer, reviewed the Clearwater Harbor Sewage Treatment Project No.
02-1 Bid Tabulation. He also recommended that Station CR 28.2 and Lake Marie be
added to the CRWD 2004 Water Monitoring Plan. Motion
#04-04-4:
Kampa, seconded by Liebrenz, made a motion to add Station CR 28.2 and Lake Marie
to the CRWD 2004 Water Monitoring Plan at a cost not to exceed $1,800. All Managers voted aye. The
Managers discussed a quick claim deed request from Corinna Township. This
request was regarding the upgrading of 80th Street in Corinna Township. The
Managers requested additional information prior to their making a decision. Administrator
Anderson indicated that he has not received an opinion from the DNR regarding
sediment removal demonstration on Clearwater Lake. Kelly
Bergesch left the meeting at 7:40p.m. Administrator
Anderson and Meeker County Commissioner Wagner reported on the public meeting
recently held in Watkins to discuss TMDL (Total Maximum Daily Load) and the CRWD
administration of Meeker County ditches in CRWD. Both emphasized that the Work
Group established for this purpose will meet in the near future. Meeker
County Commissioner Hugh Wagner left the meeting at 7:48p.m. Manager
Froyen closed the meeting at 7:48p.m. to discuss the appeal of the Clearwater
Harbor Sanitary Sewer Project. Manager
Froyen re-opened the meeting at 8:38p.m. The Board made no change in their
instructions to their attorneys to proceed with the litigation. Tom
Melloy and Stan Weinberger left the meeting at 8:40p.m. Norm
Wenck, Engineer, suggested to Administrator Anderson and Manager Froyen that
when they present the Watkins stormwater management information to the city of
Watkins, that the city be asked to indicate which quadrant is their first choice
for street improvement. Administrator
Anderson distributed a Draft Agenda for the May 14, 2004 Citizenship Dinner. A
final agenda will be developed at the April 28, 2004 CRWD Work Session meeting.
The Managers agreed that attendance at the citizenship dinner would be limited
to 200 people. Administrator Anderson also distributed the Clearwater Harbor
Sanitary Sewer System MPCA permit. Manager
Kampa reported that Lake Augusta would be providing for composting of organic
material removed from Lake Augusta. He will also submit a budget for the Lake
Augusta treatment program. Manager
Brunsell suggested developing a picture show to be used at the Annandale Expo in
future years. Motion

Kampa, seconded by Liebrenz, made a motion to adjourn the meeting. All Managers voted aye. CRWD
