MINUTES CLEARWATER
RIVER WATERSHED DISTRICT WORK SESSION STANLEY’S RESTAURANT, KIMBALL September 24,
2003 CRWD Work Session was called to order at 6:00p.m. by
Vice-Chairperson Virl Liebrenz. Managers’ Marvin Brunsell, Virl Liebrenz,
Roland Froyen, and Bob Schiefelbein were present. Administrator Merle Anderson
was also in attendance. Administrator Anderson introduced the resolution regarding
buffer strip program changes. Manager’s suggested changes to the resolution.
The revised copy will be presented at the October 8, 2003 regular CRWD meeting. Discussion regarding Kimball and Watkins stormwater
management planning resulted in the need to have Engineer Norm Wenck revise and
further define proposals for stormwater management plans for these two cities.
Administrator Anderson will advise Engineer Norm Wenck of these changes, to be
made available at the next regular CRWD regular meeting. Discussion was held about what’s next for lakes Louisa,
Marie and Millpond regarding water quality issues. Suggestions were made
regarding dredging, lawn fertilizer, and roughage removal. Discussion regarding the proposed amendment to CRWD Rules and
Regulations centered on when to begin quarterly billings rather than using the
assessment process. Manager’s indicated that if, at the upcoming meeting on
October 8, 2003, the amendment is agreed to, quarterly billings would begin
January 1, 2004 with notices being sent to affected residents noting the change
of procedure. Administrator Anderson distributed a memo from Minnesota
Revenue Department indicating reduction in levy reimbursement to local units of
government, effective for levy years 2003 and 2004. MOTION #WS03-09-01:
Motion Froyen, seconded by Brunsell to adjourn. All Managers voted aye.
