MINUTES CLEARWATER
RIVER WATERSHED DISTRICT WORK SESSION STANLEY’S RESTAURANT, KIMBALL April 23,
2003 CRWD
Work Session was called to order at 6:00p.m. by Vice-Chairperson Virl Liebrenz.
Managers’ Clarence Klein, Marvin Brunsell, Virl Liebrenz, and Roland Froyen
were present. Manager Tracy was absent. Others in attendance were Administrator
Anderson Jerry Finch, Bruce Bechtold, Dave and Joy Carlson. Bruce
Bechtold explained the erosion that is taking place on his property, which is
located north of the Pleasant Lake Outlet. Bruce requested that the District
assist him in addressing his erosion issue. MOTION
#WS03-04-01: Motion made by Brunsell,
seconded by Froyen to purchase up to 50 cubic yards of 6” to 18” riprap,
geo-textile fabric, and secure DNR permit, if necessary, for Mr. Bechtold to
place riprap on stream banks on his property. All Managers voted aye. Bruce
Bechtold left at 6:10p.m. Dave
and Joy Carlson, owners of Restawhile Shores Development, explained their
concerns regarding billing for engineering services relating to the community
sewer system installed in the Restawhile Shores Development. It was agreed upon
that the Carlson’s would bring to the Board of Managers specific examples of
their billing concerns. Dave and Joy also want to start the process of turning
the entire project over to the CRWD for O & M purposes. The telemetry system
is ready for operation. Dave
and Joy Carlson left at 7:10p.m. MOTION
#WS03-04-02: Motion made by Liebrenz,
seconded by Froyen to indicate our interest in participating with the U.S.
Geological Survey in a nutrient recycling study in lakes in the District,
requesting project cost estimate and step-by-step process information. All
Managers voted aye. MOTION
#WS03-04-03: Motion made by Brunsell,
seconded by Klein to authorize Engineer Norm Wenck’s attendance at the May 14,
2003 Regular Meeting. Attorney Stan Weinberger need not attend unless legal
circumstances arise. All Managers voted aye. MOTION
#WS03-04-04: Motion made by Klein,
seconded by Liebrenz to authorize Administrator Anderson to attend the April 24,
2003 meeting of Wright County Planning Commission to express CRWD concerns
regarding wastewater treatment in the planned residential subdivision Section
16, Corinna Township. All Managers voted aye. Administrator
Anderson indicated to the Board that the staff gauge on the Grass Lake Dam read
3.72 as of today. MOTION
#WS03-03-05: Motion made by Klein,
seconded by Brunsell to adjourn and conduct tour of Wright County ditches that
are within the CRWD boundary. All
Managers voted aye.
