MINUTES CLEARWATER
RIVER WATERSHED DISTRICT Board of
Managers Meeting Annandale
Middle School March 17,
2003
Regular
meeting was called to order at 7:00p.m. by Chairperson Tracy. Manager’s Roland
Froyen, John Tracy, Clarence Klein, Marvin Brunsell and Virl Liebrenz were
present. Others in attendance were Merle Anderson, Kelly Bergesch,
Norm Wenck, and Meeker County Commissioner Hugh Wagner. Greg Koob arrived
later. Motion
#03-03-1: Brunsell, seconded by Klein,
made a motion to adopt the agenda. All Managers voted aye. Motion
#03-03-2: Froyen, seconded by Liebrenz, made
a motion to accept the February 12, 2003 regular meeting minutes. All
Managers voted aye. Motion
#03-03-3: Brunsell, seconded by Klein, made a
motion to accept the February 26, 2003 work session minutes. All Managers
voted aye. Motion
#03-03-4: Brunsell, seconded by Liebrenz,
made a motion to accept the March 17, 2003 financial report and pay bills.
All Managers voted aye. Norm
Wenck, Engineer, reported that there are ATV
trail funds available. Applications are due by December 31, 2003. Manager
Froyen led discussion regarding future CRWD
initiatives and projects. Administrator Anderson will develop a draft initiative
process to be used in future discussions regarding initiatives and projects. Motion
#03-03-5: Brunsell, seconded by Klein, made a
motion to authorize Wenck Associates Inc. and Administrator Anderson to identify
solutions to hotspots indicated by monitoring results.
All Managers voted aye. Kelly
Bergesch left the meeting at 8:15p.m. Motion
#03-03-6: Klein, seconded by Liebrenz, made a
motion to authorize Wenck Associates Inc. to revamp the MPCA TMDL Grant
Application at a cost of $3,000. All
Managers voted aye. Motion
#03-03-7: Froyen, seconded
by Liebrenz, made a motion to
authorize the 2003 Water Quality Monitoring Basic and Options 1 and 2 Plan at a
cost of $19,500. All Managers
voted aye. Motion
#03-03-8: Brunsell, seconded by Froyen, made
a motion to charge $14,100 of the 2003 Water Quality Monitoring costs to
Operation & Maintenance Fund, close out the Conservation Tillage Fund by
transferring $5,400 to the General Fund, and the balance put into the Data
Acquisition Fund. All Managers voted aye.
Motion
#03-03-9: Tracy, seconded by Froyen, made a
motion to send the Memorandum of Understanding for Water Monitoring Equipment to
the Minnesota Department of Agriculture. All Managers voted aye. Motion
#03-03-10: Froyen, seconded by Liebrenz, made
a motion to adopt the CRWD Project Proposal Process. All Managers voted aye. Administrator
Anderson announced the following Work Schedule
for the Annandale Expo:

Froyen reported on his recent attendance at the
MAWD Legislative Breakfast. Administrator
Anderson reviewed the updated MAWD Summer Tour
Agenda. Administrator
Anderson will inform the MPCA of the status of
the Clearwater Harbor Sanitary Sewer Project. Motion
#03-03-11: Froyen, seconded by Klein, made a
motion to authorize $300 for development of educational boards titled, “Is My
Septic System Failing?” All Managers voted aye. Motion
#03-03-12: Brunsell, seconded by Froyen, made
a motion to offer to the city of Annandale, services of a Wenck Associates Inc.
staff member to attend the Annandale Emergency Response Event, at a cost of
$1,200 to the CRWD to assist in water quality recommendations. All Managers
voted aye. Motion #03-03-13: Klein, seconded by Liebrenz, made a motion to adjourn the meeting. All Managers voted aye.
