MINUTES CLEARWATER
RIVER WATERSHED DISTRICT Board of
Managers Meeting Annandale
Middle School December 8, 2004 - 7:00 pm Manager
Brunsell called regular meeting to order at 7:00pm. Manager’s Virl Liebrenz,
Mark Kampa, Marvin Brunsell, Bob Schiefelbein, and Dennis Loewen were present.
Others in attendance were Merle Anderson, Kelly Bergesch, and Norm Wenck. Motion
#04-12-1: Kampa, seconded by
Schiefelbein, made a motion to adopt the agenda. All Managers voted aye. Motion
#04-12-2: Kampa, seconded by
Liebrenz, made a motion to approve the Consent Agenda. All Managers voted
aye. Motion
#04-12-3: Liebrenz, seconded by
Kampa, made a motion to pay bills. All Managers voted aye. Kelly
Bergesch led discussion regarding Year End Close Out, requiring that all bills
for 2004 activity be separate from 2005 expenditures. 2004 Year End bills will
be paid at the January 2005 regular meeting. Norm
Wenck, Engineer, reviewed engineering plans for the Clearwater Harbor Area
Sanitary Sewer Project. The project is now 66% complete and engineering costs
are estimated to be within the budget. He also indicated that construction
easements continue to be received and expects all easements to be signed prior
to spring construction. Administrator
Anderson outlined the following engineering services discussion to be
considered:

#04-12-4: Loewen, seconded by
Liebrenz, made a motion to establish that the Work Session meetings at
Stanley’s Restaurant in Kimball will start at 6:30p.m. beginning with the
January 2005 meeting. All Managers voted aye. Norm
Wenck, Engineer, distributed copies of page 37, MN Pollution Control Agency’s
Annual Report, which highlighted the CRWD Lake Louisa and Clearwater River Phase
I Total Maximum Daily Load Project (TMDL). He also indicated that MN Pollution
Control Agency has awarded the CRWD Phase II TMDL funding. Manager
Brunsell displayed a print presented to the CRWD by the MN Department of Natural
Resources, recognizing the CRWD as the Watershed District of the Year in
Minnesota. Manager
Brunsell attended the Drainage Policy Seminar at the recent MN Association of
Watershed District’s Annual Conference. He requested that additional
information be obtained that would assist the CRWD in deciding whether or not to
accept administrative responsibilities for Meeker County ditches in the CRWD.
Manager Brunsell indicated that a Manager’s Handbook Revision is being
conducted at the present time and expects that the final Handbook will be
available in 2005. Manager
Loewen attended the New Manager’s Orientation at the MN Association of
Watershed District’s Annual Conference. He also received information regarding
drainage policy and how district’s can work with partners in accomplishing
mutual goals. Manager
Brunsell indicated that the CRWD deductible on the district insurance policy has
been raised from $500 to $1,000. Administrator
Anderson informed the Board of individual sewage treatment system maintenance
plans that have been established by other watershed districts. The maintenance
plans includes inspection of the current system, upgrades if necessary, and
maintenance of the system. More details will be provided when available. Administrator
Anderson requested that Engineer Norm Wenck forward a letter received from Ron
Nelson regarding damage to his property during construction to Kober
Construction. Manager
Kampa indicated that the property owners on the west end of Lake Augusta will
submit an application for buffer strip establishment on their property by next
spring. Manager
Liebrenz has discussed the culvert situation in the cul-de-sac abutting Dennis
Jussilla’s property with Lyndon Town Board member, Jerry Finch. Resolution of
this matter will happen in the spring of 2005. Motion

Liebrenz, made a motion to adjourn the meeting. All Managers voted aye. CRWD
