MINUTES CLEARWATER
RIVER WATERSHED DISTRICT Board
of Managers Meeting Annandale
Middle School October
9, 2002 Regular
meeting was called to order at 7:00p.m. by
Chairperson Tracy. Manager’s John Tracy, Clarence Klein, Virl Liebrenz,
and Marvin Brunsell, were present. Manager Roland Froyen was absent. Others in
attendance were Stan Weinberger, Norm Wenck, Merle Anderson, Kelly Bergesch,
Mark Allison, George Rose, Dick Anderson, Joe Bayer, Peter Malmberg, Patty Klug,
and Vince Lundeen. Motion
#02-10-1:
A motion was made by Klein, seconded by Liebrenz to adopt the agenda.
All Managers voted aye. Mark
Allison, property owner in Restawhile Shores, reviewed
the severe erosion that is taking place on his property due to regrading and
lack of erosion control measures on Stearns County Highway #44. Mark displayed
pictures of the erosion. He inquired as to what is planned to remedy the
situation. Administrator Anderson reviewed the CRWD letter sent to Stearns
County Engineer Mitch Anderson and others. The letter indicates short term and
long term remedies. Mr. Anderson also indicated that some of the remedies have
been installed. Motion
#02-10-2:
A motion was made by Brunsell, seconded by Liebrenz asking for pre and post
Stearns County Highway #44 construction plans from the Stearns County Engineer
and to request from the Minnesota Pollution Control Agency a response to the
erosion control measures outlined in our September 12, 2002 letter.
All Managers voted aye. Manager
Brunsell informed
the Board that he and Manager Froyen have met with members of the Annandale City
Council regarding a joint CRWD/City of Annandale storm water study. George Rose,
resident of Pleasant Lake, indicated that the Pleasant Lake Association is now
active and has developed a lake level committee. This committee has requested
that rate, volume, and water quality of stormwater entering Pleasant Lake should
be included in the study. Manager’s Brunsell and Froyen will continue to meet
with the Annandale City Council and Pleasant Lake Association members to
finalize the scope and financing of this study. George
Rose, Dick Anderson, Joe Bayer, Peter Malmberg, and Vince Lundeen left the
meeting at 7:55p.m. Patty
Klug, resident of Hidden River, asked
for information regarding the operation and maintenance of the sewer system in
Hidden River. Engineer Norm Wenck indicated that the operation and maintenance
assessment provides for pumping of septic tanks, monitoring the system, and
future repairs. Administrator Anderson indicated that a letter explaining the
operation and maintenance of the system has been provided to Bob Broich,
developer of Hidden River for distribution to residents. Patty
Klug and Mark Allison left the meeting at 8:05p.m. Motion
#02-10-3:
A motion was made by Klein, seconded by Brunsell to accept the September 11,
2002 regular meeting minutes. All Managers voted aye. Motion
#02-10-4:
A motion was made by Brunsell, seconded by Liebrenz to accept the September 11,
2002 Public Hearing Minutes. All Managers voted aye. Motion
#02-10-5:
A motion was made by Brunsell, seconded by Klein to accept the September 25,
2002 CRWD Work Session Minutes, as amended. All Managers voted aye. Motion
#02-10-6:
A motion was made by Brunsell, seconded by Liebrenz to accept the October 9,
2002 financial report and pay bills. All
Managers voted aye. Stan
Weinberger, Attorney,
distributed a memo regarding local ordinances dealing with use of phosphorus
fertilizer on turf. The Board will discuss this at a Work Session and possibly
include in the CRWD Education Program. Norm
Wenck, Engineer, indicated
that all necessary forms relating to the loan application for the Clearwater
Harbor Sanitary Sewer Project have been filed with USDA Rural Development except
for the environmental report. Mr. Wenck also indicated that the engineer’s
report for this project would be submitted to the Minnesota Pollution Control
Agency soon. Administrator
Anderson reported
that an informational open house will be held at the Lynden Township Hall on
Monday, October 21, 2002, from 5:30p.m.-7:00p.m. to explain the engineer’s
report and financial information to residents included in the Clearwater Harbor
area sewer project. Kelly
Bergesch left the meeting at 8:45p.m. Comments
from Lisa Tillman, Wenck Associates, Inc, regarding the JTS Square Development
Proposal were discussed and will be submitted to the Wright County TEP. Manager
Brunsell reported
that he, Stan Weinberger, and Administrator Anderson recently attended a meeting
of League of Cities, Minnesota Association of Townships, and Minnesota
Association of Watershed Districts to discuss legislative changes to give
watershed districts the authority to charge for services. It was agreed that
special legislation would be pursued for Clearwater River Watershed District
only. Manager
Klein stated
that he and Administrator Anderson recently attended the Clear Lake Property
Owners Annual Meeting. Those in attendance indicated their delight with the
improving water quality of Clear Lake since the sewer system, sediment basin,
and wetland treatment system has been installed. Motion
#02-10-7: A motion was made by
Klein, seconded by Brunsell to authorize Wenck Associates, Inc. to determine
sediment buildup in the Nistler Sediment Basin. Also to conduct an additional
survey, which is not to exceed $2,000 in cost, on the Cory Meierhofer property
to determine feasibility of a weir to control runoff rate. All Managers voted
aye. Motion
#02-10-8: A motion was made by Klein, seconded by Brunsell to authorize
board members and administrators‘ attendance at the Minnesota Association of
Watershed District‘s annual conference. All Managers voted aye. Administrator
Anderson announced
that the volunteer secchi disc readers would be invited to an appreciation
dinner later this month. Motion
#02-10-9:
A motion was made by Brunsell, seconded by Liebrenz to send to the United States
Geological Survey a request for additional information regarding sediment in the
Clearwater Lake system. All
Managers voted aye. Board
Members suggested that the Year 2003 MAWD Tour be scheduled in our watershed
district on July 10, 11, and 12 and select the Holiday Inn, St. Cloud to be the
official meeting location. Norm
Wenck, Engineer, indicated
that his investigation of the Cedar Lake drainage area does not lend itself well
to a project either reducing the runoff rate or construction of a sediment
basin. Manager
Liebrenz asked
the Board to consider hiring a grants writer to seek funding for the Clearwater
Harbor area sewer project. Mr. Liebrenz will bring more information on this
subject to future meetings. Motion
#02-10-10:
A motion was made by Brunsell, seconded by Klein to adjourn the meeting. All
