OFFICIAL MINUTES CLEARWATER RIVER WATERSHED DISTRICT Board of Managers Meeting Annandale Middle School September 11, 2002
Regular
meeting was called to order at 6:00p.m. by
Vice-Chairperson Tracy. Manager’s John Tracy, Clarence Klein, Roland
Froyen and Marvin Brunsell, were present. Others in attendance were Stan
Weinberger, Norm Wenck, Merle Anderson, Kelly Bergesch, Virl Liebrenz, Ken Jude
and Rick Holmen. Stan

Abstracts of Minutes that may be used later in the Public Hearing for Clearwater
Harbor Sewer Project. Discussion
was held regarding the standard form of agreement between owner and engineer for
professional services, USDA Form #1910-1-FA. Motion
#02-09-1:
A motion was made by Froyen, seconded by Klein to accept and authorize
signing of USDA Form #1910-1-FA, the standard form of agreement between owner
and engineer for professional services. All Managers voted aye. Motion
#02-09-2:
A motion was made by Brunsell, seconded by Froyen to accept the August 14, 2002
regular meeting minutes. All Managers voted aye. Motion
#02-09-3:
A motion was made by Brunsell, seconded by Klein to accept the August 28, 2002
CRWD Work Session Minutes. All Managers voted aye. Administrator
Anderson announced
that Manager Brunsell has been reappointed by Wright County to serve another
three-year term as a Manager of the Clearwater River Watershed District. Norm
Wenck, Engineer, presented
the Engineer’s Report, which included water quality monitoring results,
rainfall results, and Highway #44 erosion control recommendations.
Motion
#02-09-4:
A motion was made by Klein, seconded by Froyen to forward Wenck Associates, Inc.
Highway #44 erosion control recommendations to Stearns County Engineer with
copies sent to Stearns County Commissioners and MPCA representative Lisa
Kraemer. All Managers voted aye.
Motion
#02-09-5:
A motion was made by Froyen, seconded by Brunsell to publish the John Erdman
revised copy of “Why Is Clearwater Lake So High?” in the Annandale
Advocate and send copies to the cities of Annandale and Clearwater. All
Managers voted aye. Motion
#02-09-6:
A motion was made by Brunsell, seconded by Klein to accept the September 11,
2002 financial report and pay bills. All
Managers voted aye. The
regular meeting of the Clearwater River Watershed District was recessed at
6:50p.m. A
Public Hearing to consider the Clearwater Harbor Sanitary Sewer Project was held
from 7:00p.m. - 9:20p.m. Minutes of this Hearing were recorded by Huber Court
Recording. A
Public Hearing to establish the Year 2003 Clearwater River Watershed District
Budget was held from 9:22p.m. - 9:25p.m. The
Clearwater River Watershed District regular meeting resumed at 9:25p.m. Chuck
Sterling entered the meeting. Manager
John Tracy and Virl Liebrenz will
continue to seek ways to inventory condition of the Clearwater River from Grass
Lake to the city of Clearwater. Motion
#02-09-7: A motion was made by Froyen, seconded by Brunsell to establish
the Operation and Maintenance Fund Assessment for Year 2003 at $40,000. All
Managers voted aye. Motion
#02-09-8:
A motion was made by Brunsell, seconded by Froyen to establish the Clearwater
Lake Milfoil Assessment for Year 2003 at $29,600. All Managers voted aye. Motion
#02-09-9: A motion was made by
Klein, seconded by Froyen to establish the Hidden River Sewer System Operation
and Maintenance Assessment for Year 2003 at $14,500. All Managers voted aye. Motion
#02-09-10:
A motion was made by Froyen, seconded by Klein to establish the Restawhile
Shores Operation and Maintenance Assessment for Year 2003 at $3,360.
All Managers voted aye. Kelly
Bergesch announced
that Virl Liebrenz has been appointed by Stearns County Board of Commissioners
to serve as a manager of the Clearwater River Watershed District from September
13, 2002 through July 21, 2005. Motion
#02-09-11: A motion was made by
Brunsell, seconded by Klein to cast a unanimous ballot for the following
officers to serve a one year term: Chairperson - John Tracy; Vice-Chairperson
- Virl Liebrenz; Treasurer - Marvin Brunsell; Secretary - Roland Froyen; Public
Relations and Information - Clarence Klein. All Managers voted aye. Administrator
Anderson announced
that a dredging demonstration will be held on Clearwater Lake, distributed MAWD
Resolutions packet and zero phosphorus information. Motion
#02-09-12:
A motion was made by Brunsell, seconded by Klein to adopt the Findings of Fact
regarding Clearwater Harbor Sanitary Sewer Project.

#02-09-13: A motion was made by
Froyen, seconded by Klein to table the decision on the Findings of Fact
regarding the Clearwater Harbor Sanitary Sewer Project. All Managers voted
aye. Motion
#02-09-14:
A motion was made by Klein, seconded by Brunsell to adopt Extract of Minutes
ordering the construction of a sanitary sewer in Clearwater Harbor and
surrounding area. Motion
#02-09-15:
A motion was made by Froyen, seconded by Tracy to table adoption of the Extract
of Minutes confirming the reports of the engineers and appraisers and ordering
the construction of a sanitary sewer in Clearwater Harbor and surround area. All
Managers voted aye. Motion
#02-09-16:
A motion was made by Brunsell, seconded by Klein to reintroduce a resolution to
MAWD regarding legislation to authorize watershed districts to have authority
similar to cities in charging for services. All Managers voted aye. Motion #02-09-17: A motion was made by Brunsell, seconded by Klein to adjourn the meeting. All Managers voted aye.
