MINUTES CLEARWATER
RIVER WATERSHED DISTRICT Board of
Managers Meeting Annandale
Middle School September 08, 2004 - 7:30 pm Manager
Liebrenz called regular meeting to order at 7:30pm. Manager’s Virl Liebrenz,
Mark Kampa, Marvin Brunsell, and Bob Schiefelbein were present.
Manager Dennis Loewen was excused. Others in attendance were Merle
Anderson, Norm Wenck, Kelly Bergesch, Dennis Jussila, and Wright County
Commissioner Karla Heeter. Motion
#04-09-1: Schiefelbein, seconded by
Kampa, made a motion to adopt the agenda to include a presentation by Dennis
Jussila. All Managers voted aye. Motion
#04-09-2: Brunsell,
seconded by Kampa, made a motion to defer the election of officers to the
September 22, 2004 Work Session. All Managers voted aye. Motion
#04-09-3: Schiefelbein, seconded by
Kampa, made a motion to approve the Consent Agenda. All Managers voted aye. Motion
#04-09-4: Schiefelbein, seconded by Kampa, made a motion to pay bills. All
Managers voted aye. Dennis
Jussila, resident on Alder Road, which is included in the Clearwater Harbor Area
Sanitary Sewer Project, requested that his lots 1 and 2 be combined for one unit
of benefit and his outlot A be assigned one unit of benefit. Motion
#04-09-5: Brunsell, seconded by
Schiefelbein, made a motion to deny the request. Managers Brunsell, Kampa,
and Schiefelbein voted aye. Manager Liebrenz abstained. Dennis
Jussila left the meeting at 8:00pm. Wright
County Commissioner Karla Heeter commented that she was interested in the work
of the Clearwater River Watershed District and indicated that she is available
to assist the District in any way that she can. Norm
Wenck, Engineer, reported that the construction easements for the Clearwater
Harbor Area Sanitary Sewer Project would be mailed on September 9, 2004.
Construction will begin on Monday, September 13, 2004. Administrator
Anderson mentioned that he attended the Pleasant Lake Association’s annual
meeting and was encouraged to follow up on the stormwater management studies
that have been conducted in Annandale and to include Pleasant Lake in the 2005
Water Quality Monitoring Program. Norm
Wenck, Engineer, stated that Glen Sanders and Bill Hennen would soon complete
the Restawhile Shores telemetry checkout. Motion
#04-09-6: Kampa, seconded by
Brunsell, made a motion to authorize Manager Liebrenz to sign the DNR Aeration
Permit Renewal. All Managers voted aye. Administrator
Anderson requested that two rain gauges be purchased for District use. Administrator
Anderson asked the Board to consider reduced Operation & Maintenance fees
for those residents that do not live full time in the Clearwater Harbor Sanitary
Sewer Project area. The Board took no action to change their current policy,
which is that all units of benefit share the operation and maintenance fees
equally. Administrator
Anderson reviewed the Board of Water and Soil Resources comments regarding
CRWD’s Rule #1 Sewer Connection Regulation. Motion
#04-09-7: Kampa, seconded by
Brunsell, made a motion to take under advisement the Board of Water and Soil
Resources comments regarding CRWD Rule #1 Sewer Connection Regulation. All
Managers voted aye. Wright
County Commissioner Karla Heeter left the meeting at 8:30pm. Motion
#04-09-8: Kampa, seconded by
Brunsell, made a motion to authorize a $75/acre incentive to Meeker, Stearns,
and Wright SWCD’s for buffer sign ups. Managers Kampa, Liebrenz, and
Brunsell voted aye. Manager Schiefelbein abstained. Kelly
Bergesch left the meeting at 8:37pm. Administrator
Anderson reported that Meeker County Commissioner Hugh Wagner had informed him
that additional quotes were being sought for the cleanout of Meeker County Ditch
#20. Administrator
Anderson suggested that the September 22, 2004 Work Session include a tour of
the Ostmark Lutheran Church property erosion control structure and the city of
Watkins stormwater management area. Manager
Brunsell encouraged Managers to submit resolutions to be considered at the 2004
Minnesota Association of Watershed District’s annual meeting. Motion
#04-09-9: Schiefelbein, seconded by
Kampa, made a motion to adjourn the meeting. All Managers voted aye. CRWD
