MINUTES CLEARWATER
RIVER WATERSHED DISTRICT Board of
Managers Meeting Annandale
Middle School August 11, 2004 - 8:30 pm Regular meeting was called to order at 8:30p.m. by Manager Froyen. Manager’s Roland Froyen, Virl Liebrenz, Mark Kampa, Marvin Brunsell, and Bob Schiefelbein were present. Others in attendance were Merle Anderson, Norm Wenck, Kelly Bergesch, Stan Weinberger, and Jerry Carter. Motion
#04-08-1: Schiefelbein, seconded by
Liebrenz, made a motion to adopt the agenda to include a presentation by Stan
Weinberger regarding Restawhile Shores. All Managers voted aye. Motion
#04-08-2: Schiefelbein, seconded by
Liebrenz, made a motion to approve the Consent Agenda. All Managers voted
aye. Motion
#04-08-3: Brunsell, seconded by Kampa, made a motion to pay bills. All
Managers voted aye. Attorney
Stan Weinberger reported that he has arranged for a warranty deed, payment
amounts, keys, and training to be completed soon for the Restawhile Shores
Sanitary Sewer System. Norm
Wenck, Engineer, recommended that the CRWD Board of Managers sign the contract
and notice to proceed with the Clearwater Harbor Area Sanitary Sewer Project. Motion
#04-08-4: Kampa, seconded by
Liebrenz, made a motion to authorize the Chair to sign contract and notice to
proceed with the Clearwater Harbor Area Sanitary Sewer Project. All Managers
voted aye. Attorney
Stan Weinberger left the meeting at 8:50p.m. Administrator
Anderson reviewed the Lakescaping Volunteer Meeting, plans for the Corinna
Township Work Group September 25, 2004 meeting, and Lake Augusta, Pleasant Lake,
and Cedar Lake annual meetings. Engineer
Norm Wenck distributed dissolved oxygen information for the Watkins and Kingston
Wetland Treatment Systems. That information indicates that something above the
Watkins Wetland Treatment System is lowering the oxygen level and the Kingston
Wetland Treatment System is depressing the oxygen level there. Kelly
Bergesch left the meeting at 9:00p.m. Administrator
Anderson indicated that a pre-construction meeting had been held with Kober
Construction Company at Wenck Associates, Inc. office. The DNR will conduct
fisheries surveys on all lakes from Lake Louisa to Grass Lake in the year 2005.
He also reviewed a letter with the Board regarding an incentive to Stearns
County Soil & Water Conservation District for buffer acres enrolled. The
Board took no action on the buffer incentive. Motion
#04-08-5: Schiefelbein, seconded by
Brunsell, made a motion to adjourn the meeting. All Managers voted aye. CRWD
