MINUTES CLEARWATER
RIVER WATERSHED DISTRICT Board of
Managers Meeting Annandale
Middle School July 14, 2004 Regular meeting was called to order at 7:00p.m. by Manager Liebrenz. Manager’s Virl Liebrenz, Mark Kampa, Marvin Brunsell, and Bob Schiefelbein were present. Manager Roland Froyen was absent. Others in attendance were Merle Anderson, Norm Wenck, Kelly Bergesch, and Jerry Carter. Motion
#04-07-1:
Brunsell, seconded by Kampa, made a motion to adopt the agenda to include
Minutes of the July 8, 2004 Special Meeting in the consent agenda. All
Managers voted aye. Motion
#04-07-2:
Brunsell, seconded by Schiefelbein, made a motion to approve the Consent Agenda.
All Managers voted aye. Motion #04-07-3: Brunsell, seconded by Kampa, made a motion
to pay bills. All Managers voted aye.
Administrator
Anderson reviewed the following upcoming meetings:
Norm
Wenck, Engineer, indicated that the City of Watkins is in the process of
expanding their wastewater treatment facility. He also distributed one set of
sampling of water quality monitoring information for Cedar Lake. Motion
#04-07-4:
Kampa, seconded by Brunsell, made a motion to establish the buffer incentive
payment at $200 per acre. All Managers
voted aye. Administrator
Anderson noted that Meeker County Ditch #20 is scheduled to be cleaned out south
of the Watkins Wetland Treatment System.
He will contact property owners on that ditch to determine if water
quality improvement measures can be implemented.
Administrator
Anderson indicated that Attorney Stan Weinberger is finalizing the Restawhile
Shores deed and easements. Manager
Kampa was provided with a copy of the original Lake Augusta Erosion Control
Project specifications. He will present a proposal to the Board of Managers
regarding cleanout of the channel below the erosion control structure at a later
date. Norm
Wenck, Engineer, will provide construction easement forms, bid tally sheets,
draft assessment roll, and appellant assessment comparison information to
Administrator Anderson for use at the July 21, 2004 and July 28, 2004 meetings. Manager
Brunsell reported that he had attended the Chain of Lakes Association Meeting
and was informed that over 12,000 pounds of carp have been removed and that
people are interested in additional water quality monitoring. Kelly
Bergesch left the meeting at 8:30p.m. Administrator
Anderson distributed the Corinna Township Work Group Meeting Report. Motion
#04-07-5:
Brunsell, seconded by Schiefelbein, made a motion to have the CRWD facilitate a
meeting with Corinna, Clearwater, and Lynden Townships; City of Clearwater; and
Wright County to discuss future sanitary sewer needs in the area between the
city of Clearwater and the city of Annandale. All
Managers voted aye. Motion
#04-07-6:
Kampa, seconded by Brunsell, made a motion to adjourn the meeting. All Managers voted aye. CRWD
