OFFICIAL MINUTES CLEARWATER RIVER WATERSHED DISTRICT Board of Managers Meeting Annandale Middle School July 11, 2001
Regular
meeting was called to order at 7:00p.m. by Chairperson Eckman. Manager’s
Clarence Klein, Roland Froyen, Marvin Brunsell, John Tracy and Richard Eckman
were present. Others in attendance were Norm Wenck, Stan Weinberger, Merle
Anderson, Kelly Bergesch, Virl Liebre Motion
#01-07-1: A motion was made by Brunsell and
seconded by Klein to adopt the agenda. All Managers voted aye. Motion #01-07-2:
A motion was made by Brunsell and seconded by Tracy to accept the June 13, 2001
regular meeting minutes. All Managers voted aye. Motion
#01-07-3: A motion was made by Froyen and
seconded by Klein to accept the July 11, 2001 Financial Report and pay bills. All
Managers voted aye. Kathy
Pool, farmer resident of the District, explained
to the Board that plans to upgrade her manure handling system do not qualify for
cost-share assistance from USDA (United States Department of Agriculture).
Meeker County Extension Service will assist with development of a manure
management plan. Kathy requests CRWD financial assistance to help offset costs
associated with construction of the proposed manure handling system. Engineer
Wenck will make a recommendation to the Board at the next meeting.
His recommendation will be based on the reduction of phosphorus loading
potential in surface water as a result of the proposed manure management system. Kathy
Pool and Kelly Bergesch left the meeting at 7:35p.m. Stan
Weinberger, Engineer, reviewed the sanitary sewer
and wastewater treatment procedures, policy, and standards that he has drafted
for the CRWD. A copy of this memorandum is available at the District Office.
Dave and Joy Carlson and the Board of Managers’ discussed this memorandum. Motion
#01-07-4: A motion was made by Froyen and
seconded by Tracy to authorize Engineer Wenck and Attorney Weinberger to work
with Dave and Joy Carlson regarding implementation of the sanitary sewer and
wastewater treatment procedures, policy, and standards as it relates to the
proposed sewer system for the Restawhile Shores Development.
All Managers voted aye. Dave
and Joy Carlson left the meeting at 8:10p.m. Virl
Liebrenz, Clearwater Harbor resident, explained
that he samples the public water supply for 48 users in Clearwater Harbor every
other month. This effort is coordinated with the MN Department of Health. Discussion
regarding the June 22, 2001 Stearns County Board, CRWD and Clearwater Harbor
residents meeting resulted in agreement that all parties involved will wait for
the Stearns County Board decision as to what action will be taken to resolve
septic issues in the area. Motion
#01-07-5: A motion
was made by Tracy and seconded by Klein to authorize the required maintenance of
CRWD projects as outlined in the May 2001 “Annual Project Inspection
Report.” A copy of this report is on file in the District Office.
All Managers voted aye. Motion
#01-07-6: A motion was made by Klein and
seconded by Froyen to authorize Wenck Associates, Inc. to develop engineering
plans for roadside erosion site in Forest Prairie Township, Meeker County.
All Managers voted aye. Norm
Wenck, Engineer, distributed a draft CRWD
brochure explaining District activities. The draft is to be reviewed by board
members with suggested revisions due July 15, 2001. Motion
#01-07-7: A motion was made by Tracy and
seconded by Froyen to establish the date of August 18, 2001, 9-11a.m. for a
public Master Sanitary Sewer informational meeting.
All Managers voted aye. Administrator
Anderson will work with Glen Sanders of Wenck
Associates, Inc. to have thistles sprayed in the Watkins Wetland Treatment
System. Manager
Tracy informed the Board that many residents on
the Chain of Lakes who live in Wright County have made major changes to the
shoreline. Motion
#01-07-8: A motion was made by Tracy and
seconded by Brunsell to authorize Administrator Anderson to contact Wright
County Soil and Water Conservation District and Wright County Planning and
Zoning indicating that the CRWD feels Wright County should have as a high
priority not to allow projects on lakeshore that increase erosion potential. All
Managers voted aye. Howard
Schmidt, fishtrap coordinator, reported that
30,000 lbs. of carp were removed in the year 2000 and nearly 20,000 lbs. of carp
have been removed so far this year from the trap located on the Clearwater River
near Highway 55. Manager
Froyen reported on the Lewis and Clark Regional
Water System that he learned about on the Summer MAWD Tour. Mr. Froyen was
impressed with the regional concept of dealing with drinking water issues. Manager
Brunsell also attended the Summer MAWD Tour and
reported on the precision farming techniques using global positioning systems. Motion #01-07-9: A motion was made by Tracy and seconded by Froyen to adjourn the meeting. All Managers voted aye.
