OFFICIAL MINUTES CLEARWATER RIVER WATERSHED DISTRICT Board of Managers Meeting Annandale Middle School May 8, 2002
Regular
meeting was called to order at 7:00p.m. by
Chairperson Eckman. Manager’s Richard Eckman, John Tracy, Clarence
Klein, Marvin Brunsell, and Roland Froyen were present. Others in attendance
were Norm Wenck, Merle Anderson, Kelly Bergesch, Roger Eckhoff, Steve Zimmer,
Rick Holmen, and Virl Liebrenz. Motion
#02-05-1: A motion was made by Brunsell, seconded by Klein to accept the agenda.
All Managers voted aye. Virl
Liebrenz, Clearwater Harbor resident, has talked to Stearns County officials and
attorney John Kolb regarding the Clearwater Harbor Sanitary Sewer Project. Virl
indicated that he should have a petition at our June meeting. Manager
Brunsell reviewed liability insurance requirements for milfoil treatment on Lake
Augusta, Clearwater, and Grass Lake. More information will be provided later. Manager
Froyen asked that the record shows that there was a meeting of the whole on May
8, 2002 to discuss litigation. Motion
#02-05-2: A motion was made by Brunsell, seconded by Klein to accept the April
10, 2002 regular meeting minutes including the addition of the words after
approval by the Board of Managers to Motion #02-04-5. All Managers voted aye. Motion
#02-05-3: A motion was made by Tracy, seconded by Klein to accept the May 8,
2002 financial report and pay bills. All
Managers voted aye. Motion
#02-05-4: A motion was made by Brunsell, seconded by Froyen to establish a
separate program number and budget for the Annandale wastewater treatment plant
project. All Managers voted aye. Manager
Froyen indicated that discussion between the city of Annandale and the CRWD
continues regarding the Annandale wastewater treatment plant. The discussion
centered around the spray irrigation and tile intakes that divert runoff to
Warner Creek. Mr. Froyen also informed the Board of a joint city of Annandale
and CRWD tour of the Green Lake wastewater treatment plant on May 9, 2002. All
Managers, Administrator Anderson, and Engineer Norm Wenck will attend. Norm
Wenck, Engineer, presented the May 2002 Engineer’s Report. The report is on
file in the District Office and reviews the city of Annandale wastewater
treatment plant, CRWD project inspection report, Restawhile Shores wastewater
treatment project, and water quality monitoring results. Motion
#02-05-5: A motion was made by Froyen, seconded by Tracy to authorize Engineer
Norm Wenck to develop a CRWD position statement regarding the Annandale
wastewater treatment plant and present it to the city of Annandale after Board
of Managers approval. All Managers voted aye. Kelly
Bergesch, Rick Holmen, Virl Liebrenz, Roger Eckhoff, and Steve Zimmer left the
meeting at 8:18p.m. The CRWD
Board of Managers instructed Administrator Anderson to talk to Southside
Township about installing a riser on the Lake Augusta erosion control project. Motion
#02-05-6: A motion was made by Klein, seconded by Froyen to authorize Manager
and staff attendance at MAWD Summer Tour. All Managers voted aye. The motion
carried. Motion
#02-05-7: A motion was made by Tracy, seconded by Brunsell to authorize the
Chairperson, Vice Chairperson, and the Administrator to decide if professional
staff be authorized to attend meetings. Managers Tracy, Brunsell, and Eckman
voted aye. Managers Froyen and Klein voted nay. The motion carried. Manager
Brunsell has begun working on the 2002/2003 budget. Manager
Brunsell informed the Board that he, Manager Eckman, Kelly Bergesch, and others
recently moved CRWD storage material to Bergesch Office Supply. Chairperson Eckman adjourned the meeting.
