OFFICIAL MINUTES CLEARWATER RIVER WATERSHED DISTRICT Board of Managers Meeting Annandale Middle School November 14, 2001 Regular
meeting was called to order at 7:00p.m. by Vice Chairperson Tracy. Manager’s
John Tracy, Clarence Klein, Marvin Brunsell, and Roland Froyen were present.
Manager Richard Eckman was absent. Others in attendance were Stan Weinberger,
Norm Wenck, Merle Anderson, Kelly Bergesch,
Virl Liebrenz, Brad Wozny and Arvid Gutzwiller. Motion
#02-04-1: A motion was made by
Brunsell, seconded by Klein to accept the agenda. All Managers voted aye. Arvid
Gutzwiller, property owner in Bartlett Addition, is
planning to build a residence on his property that abuts the CRWD aeration
easement. Arvid questioned the future of that easement and how close he could
build to the easement. Motion
#02-04-2: A motion was made by Froyen,
seconded by Brunsell to allow Mr. Gutzwiller to build to the easement line with
a minimum of disturbance, sloping or landscaping on the easement area. All
Managers voted aye. Arvid
Gutzwiller left the meeting at 7:10p.m. Virl
Liebrenz, Clearwater Harbor resident, indicated
that he would like to have the sewer system designed as much as possible prior
to agreeing to ordering the system installed. Manager Froyen indicated that he
would prefer having the project petitioned to the CRWD by the county as soon as
possible. Manager Tracy agreed that the project should be petitioned soon.
Details of the project can be worked out later. Motion
#02-04-3: A motion was made by Froyen,
seconded by Klein to accept the March 13, 2002 regular meeting minutes. All Managers voted aye. Motion
#02-04-4: A motion was made by Brunsell,
seconded by Klein to accept the April 10, 2002 financial report and pay bills.
All Managers voted aye. Manager
Froyen indicated he will send thank you’s to
attendees at the recent sewer meeting held in Annandale. Manager
Froyen indicated that he has been in touch with
the city of Annandale regarding current runoff from the Annandale wastewater
treatment plant site. Norm Wenck, engineer, reviewed information that had been
gathered regarding the MPCA (Minnesota
Pollution Control Agency) permit for the plant. Manager Froyen suggested that we
develop a letter in reference to the MPCA permit, present it to the city of
Annandale, and also meet with them to discuss future wastewater treatment issues
in the city of Annandale. Motion
#02-04-5: A motion was made by Froyen,
seconded by Brunsell to authorize Norm Wenck and Stan Weinberger to draft a
letter objecting to the city of Annandale current and proposed wastewater
treatment plant. This letter will be sent to the MPCA after approval by the
Board of Managers. All Managers voted aye. Motion
#02-04-6: A motion was made by Brunsell,
seconded by Klein to authorize $8,300 to complete water quality monitoring
Proposal #3 and expand Proposal #4. All Managers voted aye. Kelly
Bergesch left the meeting at 8:45p.m. Motion
#02-04-7: A motion was made by Tracy,
seconded by Klein to authorize Norm Wenck, engineer to make comments on projects
located in CRWD that are to be reviewed by the Wright County Technical
Evaluation Panel. Managers Brunsell and Klein voted aye. Manager Froyen voted
nay. The motion carried. Administrator
Anderson suggested that Saturday, July 27, 2002
be established as a date for the CRWD summer tour.
Vice Chairperson Tracy adjourned the meeting.
