Clearwater River Watershed District

Regular meeting was called to order at 7:00p.m. by Chairperson Eckman. Manager’s John Tracy,  Marvin Brunsell and Richard Eckman were present. Roland Froyen and Clarence Klein were absent. Others in attendance were Norm Wenck, Merle Anderson, Kelly Bergesch and Virl Liebrenz.

Motion #01-03-1: A motion was made by Tracy and seconded by Brunsell to adopt the agenda. All Managers voted aye.

Motion #01-03-2: A motion was made by Tracy and seconded by Brunsell to accept the February 14, 2001 regular meeting minutes.  All Managers voted aye.

Motion #01-03-3: A motion was made by Brunsell and seconded by Tracy to accept the March 14, 2001 Financial Report and pay bills. All Managers voted aye.

Administrator Anderson explained that Brad Liebbesmeier had asked for additional information regarding conditions that would exist on his property after installation of the Clear Lake Wetland Treatment System East. Administrator Anderson and Stan Weinberger will respond to his inquiries.

Manager Brunsell discussed insurance options available for the Hidden River Sanitary Sewer System. More information will be provided prior to making a decision on insurance protection at the August 2001 regular meeting.

Norm Wenck, Engineer reported that the structure will be installed in the Clear Lake Wetland Treatment System East by April 15, 2001. Mr. Wenck also reviewed a letter to Fish and Wildlife Service regarding the purchase of easements and properties contained in the wetland treatment system

Administrator Anderson reported that a farm lease agreement has been made with Steven Vossen for the 2001 cropping season

Norm Wenck, Engineer, reported that the pumps have been started on the Hidden River Sanitary Sewer Project. Telemetry will be completed soon and a decision on liquidated damages against the contractor will be made at the April 2001 regular meeting.

Motion #01-03-4: A motion was made by Tracy and seconded by Brunsell to authorize Wenck Associates, Inc. to conduct the Year 2001 Water Quality Monitoring Plan as outlined in the Year 2001 Monitoring Report. Cost is not to exceed $16,200 funded by  $11,800  from Data Acquisition Fund and $4,400 from Research and Development Fund. All Managers voted aye.

Norm Wenck, Engineer, suggested that we have two public information meetings regarding the Master Sanitary Sewer Plan. Tentative dates are Wednesday, June 6 at 8:00p.m. and Saturday, June 9 at 9:30a.m. Administrator Anderson will see if the Annandale Pavilion is available for both meetings.

Norm Wenck, Engineer, explained that he received the revised site plans for Purcell’s Ponds Development in Annandale. Comments have been made; however, no response has yet been received regarding CRWD comments.

Administrator Anderson will provide information at the next meeting regarding cost of meals and bus transportation for the CRWD Summer Tour.

Administrator Anderson  reported that the sub-watershed of Three Mile Creek could be eligible for accelerated cost share for buffers and upland practices. Norm Wenck, Engineer will provide water quality monitoring data and recommendation to the Board of Managers at the next meeting.

Motion #01-03-5: A motion was made by Brunsell and seconded by Tracy to authorize board members and administrator to attend the Minnesota Association of Watershed Districts Legislative Breakfast on March 16, 2001.  All Managers voted aye.

Virl Lebrenz, resident of Clearwater Harbor, reported that cluster systems are being considered by residents as a way to deal with their septic issues in Clearwater Harbor.

Motion #01-03-6: A motion was made by Brunsell and seconded by Tracy to adjourn the meeting. All Managers voted aye.
