CLEARWATER RIVER WATERSHED DISTRICT

Board of Managers Meeting

Annandale Middle School  

January 12, 2005 - 7:00pm

Manager Brunsell called regular meeting to order at 7:00pm. Manager’s Virl Liebrenz, Mark Kampa, Marvin Brunsell, Bob Schiefelbein, and Dennis Loewen were present.  Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, Rebecca Kluckhohn, Wright County Commissioner Karla Heeter, and Bob Broich.

Motion #05-01-1: Liebrenz, seconded by Kampa, made a motion to adopt the agenda. All Managers voted aye.

Motion #05-01-2: Kampa, seconded by Liebrenz, made a motion to approve the Consent Agenda. All Managers voted aye.

Bob Broich, developer of Hidden River, requested that the CRWD reimburse him $45.78 per acre used as treatment site for the Clearwater Harbor Sanitary Sewer Treatment Area. Engineer Norm Wenck will determine size of the area and respond back to Administrator Anderson.

Motion #05-01-3: Schiefelbein, seconded by Liebrenz, made a motion to pay December bills. All Managers voted aye.

Motion #05-01-4: Liebrenz, seconded by Loewen, made a motion to pay January bills. All Managers voted aye.

Bob Broich left the meeting at 7:20p.m.

Norm Wenck, Engineer, reported that  Kober Construction will install pumps and controls, weather permitting, during January.

Manager Brunsell reviewed the Clearwater Harbor Area Sanitary Sewer Project costs to date and projected through completion of the project.

Rebecca Kluckhohn, Wenck Associates, Inc, reviewed the 2004 Water Quality Monitoring Report and Total Maximum Daily Load (TMDL), Phases 1-4. The monitoring report and TMDL Work Plan will be posted on the CRWD website.

Motion #05-01-5: Loewen, seconded by Liebrenz, made a motion to receive the 2004 Water Quality Monitoring Report. All Managers voted aye.

Kelly Bergesch left the meeting at 8:45p.m.

 Administrator Anderson reviewed the following:

1. Engineering services discussion will be held at the January 26, 2005 Work Session.

2. Restawhile Shores pump control repair progress.

3. 2005 draft work plan.

4. Meeker County Board Letter of Congratulations to CRWD for receiving the Watershed District of the Year Award.

Karla Heeter, Wright County Commissioner presented Kudos to the District for receiving the Watershed District of the Year Award.

Administrator Anderson distributed the following information:

1. Stearns County Septic Survey Procedure.

2. 2003 CRWD Planned and Unplanned Projects Listing.

3. St. Cloud Times article regarding Watershed District of the Year.

4. Contract agreements for Kelly Bergesch and Kevin Wittrock.

5. Clear Lake Weed Control Plan.

6. MNDOT Wetland Restoration Site contact information.

Motion #05-01-6: Loewen, seconded by Liebrenz, made a motion to authorize the renting of large lockbox at Annandale State Bank to keep original easements and other documents. All Managers voted aye.

Motion #05-01-7: Loewen, seconded by Liebrenz, made a motion to authorize that the Chair, Treasurer, and Kelly Bergesch sign the signature card for the lockbox. All Managers voted aye.

Administrator Anderson indicated that one property owner in Hidden River has not paid their sewer maintenance fees for 2004. Anderson will contact the owner and report back to the Board.

Motion #05-01-8: Liebrenz, seconded by Kampa, made a motion to adjourn the meeting. All Managers voted aye.
