Board of Managers Meeting
September 13, 2006 - 7:20pm
Annandale Middle School, Annandale, MN
Manager Brunsell called the regular meeting to order at 7:20pm.
Manager's Marvin Brunsell, Bob Schiefelbein, Jerry Risberg, Dennis Loewen, and Mark Kampa were present. Others in attendance were Merle Anderson, Kelly Bergesch, Norm Wenck, Judy Martin, Dave Larsen, John Sedey, and Maggie Leach, MN Pollution Control Agency. Lynn Hokanson, Watkins City Administrator arrived at 9:10pm.
Motion #06-09-1: Schiefelbein, seconded by Kampa, made a motion to adopt the agenda. All Managers voted aye.
Motion #06-09-2: Loewen, seconded by Kampa, made a motion to approve the Consent Agenda. All Managers voted aye.
Motion #06-09-3: Kampa, seconded by Risberg, made a motion to pay bills.
All Managers voted aye.
Engineer Norm Wenck presented the October 11, 2006 Public Hearing Notice for managers to review. Managers requested that reference be made in the notice regarding assessment payment options. Judy Martin, resident of Cedar Lake, suggested that residents of the entire CRWD pay for Project 06-1. Mr. Wenck noted that there are other areas that could be considered for the phosphorus treatment site. Manager Loewen suggested that litigation should there be any, regarding Project 06-1 be part of the project cost. Engineer Wenck also mentioned that at the October 11,
2006 Public Hearing he will have a list of August 23, 2006 Public Information Meeting notices that were returned by the Post Office as non-deliverable.
Administrator Anderson noted that appraisers would view properties in Project 06-1 on September 21, 2006.
Kelly Bergesch left the meeting at 8:50pm.
Motion #06-09-4: Kampa, seconded by Risberg, made a motion to authorize Chairman Brunsell to sign a letter being sent to Wright County Commissioners indicating the CRWD support and willingness to assist in an accelerated Individual Sewage Treatment System Program. All Managers voted aye.
Administrator Anderson and Engineer Wenck reviewed the three applications for Clean Water Legacy Funding. Those applications include expansion of existing sediment basin on County Ditch 44 near Clear Lake, Project 06-1, and the City of Watkins application for stormwater treatment property.
Motion #06-09-5: Loewen, seconded by Kampa, made a motion to table discussion regarding fish barriers in the Clearwater River. All Managers voted aye.
Motion #06-09-6: Loewen, seconded by Schiefelbein, made a motion to submit Clean Water Legacy funding proposals for the Clear Lake Sediment Basin Expansion, Project 06-1, and to assist the City of Watkins with their application for funding for stormwater management property. All Managers voted aye.
Administrator Anderson noted that Managers' Kampa and Schiefelbein have been re-appointed.
Motion #06-09-7: Schiefelbein, seconded by Loewen, made a motion to cast an unanimous ballot for Marvin Brunsell, Chair; Dennis Loewen, Vice-Chair; Mark Kampa, Secretary; Robert Schiefelbein, Treasurer; and Jerry Risberg, Public Relations and Information. All Managers voted aye.
Motion #06-09-8: Kampa, seconded by Loewen, made a motion to authorize $1,500 for sediment removal in the Kingston Wetland. All Managers voted aye.
Manager Kampa indicated to the managers that the Lake Augusta Association have dropped their Minnesota Lakes Association membership.
Maggie Leach, Minnesota Pollution Control Agency (MPCA), reported that the Total Maximum Daily Load amendment contract has not yet been signed by the MPCA.
Chair Brunsell established #100-41168 as the account number for Clean Water Legacy funding.
Lynn Hokanson, Watkins City Administrator, discussed with the Board of Managers the Watkins Area Stormwater Management Study and the Watkins Clean Water Legacy funding application. Mr. Hokanson will present the funding application to the Watkins City Council on September 14, 2006.
Motion #06-09-9: Kampa, seconded by Loewen, made a motion to adjourn the meeting. All Managers voted aye.
