Clearwater River Watershed District
Board of Managers Meeting
May 10, 2006 - 7:00pm
Annandale Middle School, Annandale, MN
Manager Brunsell called the regular meeting to order at 7:00pm.
Manager's Marvin Brunsell, Bob Schiefelbein, Jerry Risberg, and Mark Kampa were
present. Manager Dennis Loewen was absent. Others in attendance were Merle
Anderson, Kelly Bergesch, Norm Wenck, Wright County Commissioner Karla Heeter,
and Jerry Carter.
Motion #06-05-1: Kampa, seconded by Risberg, made a motion to adopt the agenda.
All Managers voted aye.
Motion #06-05-2: Schiefelbein, seconded by Kampa, made a motion to approve the
Consent Agenda. All Managers voted aye.
Manager Kampa gave a video presentation on the recent bog removal at Grass Lake,
silt fence at Lakes of Fairhaven Development, and maintenance needs at the Lake
Augusta Erosion Control Project.
Motion #06-05-3: Schiefelbein, seconded by Kampa, made a motion to pay bills.
All Managers voted aye.
Engineer Norm Wenck reviewed a memorandum explaining six tasks that have been
performed on the Phase II TMDL Project. He also indicated that the CRWD TMDL
application for the reach of the Clearwater River from Grass Lake to the City of
Clearwater is first in line for funding.
Engineer Norm Wenck presented to the Board the 2006 Project Inspection Report,
that provides for $27,000 in needed repairs on projects throughout the CRWD.
Motion #06-05-4: Kampa, seconded by Schiefelbein, made a motion to authorize
Wenck and Associates, Inc. to seek quotes for repairs, based on the 2006 Project
Inspection Report. All Managers voted aye.
Administrator Anderson reported that the Clear Lake Property Owners Association
would not need an advance for curly leaf pondweed control treatment.
Administrator Anderson indicated that the Hidden River Trail repair and
Clearwater Harbor soil amendment and seeding will be completed prior to June 1,
2006.
Engineer Norm Wenck provided the Managers with a proposal to develop a
Conceptual Design and Cost Estimate for a Phased Wastewater Collection and
Treatment System.
Motion #06-05-5: Risberg, seconded by Schiefelbein, made a motion to authorize
Wenck and Associates, Inc. to develop the Conceptual Design and Cost Estimate
for a Phased Wastewater Collection and Treatment System at a cost of $4,300. All
Managers voted aye.
Motion #06-05-6: Schiefelbein, seconded by Kampa, made a motion to authorize
attendance by board managers and staff to attend the 2006 MAWD Summer Tour.
All Managers voted aye.
Administrator Anderson introduced discussion regarding concern over the cost and
who should pay for service calls on grinder pumps in the Clearwater Harbor Area
Sanitary Sewer Project area. The consensus of Managers is to contact the
provider of the grinder pumps to provide training to the property owners who
have grinder pumps.
Administrator Anderson informed the Board of the following:
1. A meeting will be scheduled with Jeff Burkhardt, Auditor, to discuss
pre-audit preparation.
2. Jeff Golden has provided the CRWD with an interpretation of Wright and
Stearns counties zoning regulations for review and insertion into the CRWD
website.
3. Jerry Pietrowski has applied for the CRWD lakescaping incentive.
4. Nathan Miller will be reminded to visit the alum treatment site with Engineer
Wenck.
5. Meeker County approval of expanding the Nistler Sediment Basin into the Steve
Geislinger property has been applied for.
6. CTAS training for Kelly Bergesch will soon be scheduled.
7. CRWD Summer Tour/Citizenship Dinner details will be finalized at the May Work
Session meeting.
Manager Kampa reported that Gabe Davidson continues to work on buffers in the
CRWD. Lake Augusta has received a permit for bog stabilization and their milfoil
treatment will begin soon.
Manager Risberg indicated that when a recent waterline repair was needed in
Clearwater Harbor, location of the sewer system was a concern. He was informed
to contact Administrator Anderson when location of the sewer system is
necessary.
Motion #06-05-7: Kampa, seconded by Schiefelbein, made a motion to adjourn the
meeting. All Managers voted aye.
